Job Profile

Under the supervision of the Senior Payroll Clerk,



the Payroll Clerk will work independently and is responsible for a variety of payroll and timekeeping processes to ensure payroll requirements are met. The Clerk assists with troubleshooting departmental systems/processes, collaborating and working cooperatively with Corporate Payroll, the Winnipeg Civic Employees' Benefit Program, and the HR Team.

The Pay And Benefits Clerk Is Also Responsible For

- Employee Action (EA) requests in PeopleSoft to reflect employee career events such as new hires, promotions, leaves of absence, transfers, resignations, terminations, retirements, increments, etc.
- Reviewing cheques and working with Corporate Payroll to correct issues as they arise
- Entering Plant & Equipment timesheets on a weekly basis
- Providing backup to the Senior Clerk
- Assisting with training as needed

This position requires a thorough understanding of Transit and City payroll and benefit policies; generally accepted accounting principles; payroll practice and guidelines, and a thorough knowledge of the City's Bargaining Unit Agreements as they apply to the Transit Department.

As The Payroll Clerk , You Will

- Processes Departmental employee career events/actions into PeopleSoft Employee Action (EA) Form in PeopleSoft HR Module.
- Responsible for the provision of a wide range of information and services to employees, including adjustments to leave plan balances, and providing explanations to employees and supervisors.
- Processes and tracks reimbursements for training, professional dues, travel, etc. for departmental employees.
- Maintains various Departmental lists and completes scheduled year end duties.
- Manages all Workers Compensation claims by processing required paperwork, entering all information into PeopleSoft.

Your Education And Qualifications Include

- High School diploma or equivalent combination of training and experience. Post-secondary education in business, finance and/or payroll administration is considered an asset.
- Enrollment in Payroll Compliance Practitioner Certificate (PCP) Program within six (6) months is required.
- An equivalent combination of education, training and experience may be considered.
- Minimum two (2) years of prior related work experience in Human Resources and Payroll functions.
- Experience working in payroll processing including working with workplace policies and Collective Agreements.
- Experience working in the relevant modules of PeopleSoft (e.g. Base HR, Benefits,



Time and Labour). Experience working in IntraOp would be an asset.
- Advanced proficiency (80%) in the use of Microsoft Excel, basic proficiency (65%) in the use of Word and Outlook.
- Ability to organize work, manage competing priorities and prioritize workload and meet deadlines in a high stress work environment.
- Ability to work independently and make decisions, exercising sound judgment.
- Ability to work collaboratively within a team, establish and maintain effective working relationships with colleagues, supervisors, management, and other civic department personnel, external sources and the public.
- Ability to work with confidential issues, maintain confidentiality, and exercise discretion in providing information to others.
- Ability to maintain and organize accurate files and records.
- Strong attention to detail with ability to accurately perform calculations and balance figures, including but not limited to calculating time.
- Verbal communication skills with the ability to clearly and effectively communicate technical information to a variety or audiences.
- Customer service skills with the ability to deal with all requests and enquiries in a professional, courteous and timely manner.
- Written communication skills with the ability to effectively prepare and draft written correspondence and communication material on a wide range of issues, including but not limited to subjects associated with payroll.
- Knowledge of City of Winnipeg functions as they relate to payroll/attendance is considered an asset.
