EMPLOYMENT OPPORTUNITY Position

Health Analyst Classification: Professional/Specialist The investigation function reflects and reinforces the broader objectives of the Ombudsperson Office. Our approach is client-driven, firmly rooted in First Nations Culture, Tradition, and Ceremony, which guide how we interpret harm, assess fairness, and support resolution. Under the direction of the Associate Ombudsperson, the Health Analyst will support First Nation individuals in undertaking complaints and investigations related to grievances about health services.

The Health

Analyst will interview, analyze, advocate, and recommend resolutions on cases under scrutiny.

Client Relations, Investigations, and Case Management Obtain, identify, review, and analyze all documentation and information relevant to the client, case needs, and applicable investigative process. Responsible for receiving, analyzing, and conducting thorough, objective, and impartial investigations into complaints made against health professionals, health sector organizations (hospitals, long-term care homes), or administrative decisions in the health sector Research and preparing detailed report writing, involving both individual and systemic issues with a focus on rigorous fact-finding, fairness, timeliness and attention to detail. Ability to identify opportunities and facilitate resolution through alternative and restorative resolution such as talking and sharing circles. Identify pathways to support case needs and resolution of files. Ability to engage with involved parties in determining resolution. Acting as a liaison between all parties, maintaining communication, providing feedback and make recommendations on investigative outcomes. Provide support, resources, and offering systems navigation to clients and communities.



Establish good working relationships with clients and collaborative arrangements with health sector organizations, regulatory bodies, and/or health systems. Possess knowledge of complex health issues that affect diverse and vulnerable populations. Identify potential investigative barriers and recommend effective solutions Understand health systems organization, structure, policies, programs, and applicable health legislation, both First Nations and non-First Nations health care systems. Facilitate client meetings and restorative resolutions, to achieve client outcomes and case file resolution. Managing emotionally charged or sensitive conversations.

Strong relational and communication skills are required for the role with the ability to follow Trauma Informed Care principles. Understanding of applicable health-related Privacy and Legislation (HIPA/PIPEDA), health policies, applicable legislation related to the client needs.

EMPLOYMENT OPPORTUNITY Position: Health Analyst Classification: Professional/Specialist Analysis and Reporting Writing Assess the potential for early or alternative resolution of cases. Review and analyze all evidence collected during an investigation, including analysis of medical records/information and any legal/regulatory issues. Draft Executive Summaries, Resolution Summaries, Briefing Notes, and Case Summaries as directed. This includes writing detailed, high-quality reports and correspondence setting out facts of a case cogently, objectively, accurately and in appropriate detail,



followed by a sound analysis and objective assessment of the evidence. Summarize and make appropriate recommendations based on findings. Education/Qualifications University degree in a field related to one or more of the following: Health Administration, Indigenous Health, Nursing, Social Science, Social Work, Psychology or Law; or an equivalent combination of education, training and experience. A professional role in healthcare is preferred to understand complex medical investigations.

Knowledge and Experience Demonstrated knowledge and understanding of First Nations in Saskatchewan including a strong background in history, Treaty, traditional knowledge, culture, and language. Demonstrated knowledge and understanding of First Nations health service delivery and issues that affect First Nations people accessing health services. Experience in undertaking investigations, complaints handling, mediation/alternative dispute resolution, and case management is required. Robust communication skills including de-escalation and integration of trauma informed care. Knowledge and willingness to comply with HIPA/PIPEDA standards. Proven ability to work with diverse and vulnerable populations Capability to defuse emotional situations and ability to de-escalate. High paced, high-volume environment with the ability to manage and handle rapidly changing case needs and priorities. Other duties related to investigations as required.
