Access to Information and Protection of Privacy Office - Government of Newfoundland and Labrador

We are looking for a dedicated and skilled qualified to join our team as a Municipal Access and Privacy Analyst. Reporting to the Director of Policy and Professional Development, you will provide significant support and assistance to municipalities in processing access requests, including drafting communications and preparing responses, as well as advice and guidance on privacy matters. You will also help identify the learning and support needs related to municipalities and how to best support them in meeting their obligations under the Access to Information and Protection of Privacy Act, 2015 (ATIPPA, 2015).

As a Municipal Access and Privacy Analyst, you will be at the forefront of supporting municipalities in navigating the complexities of access and privacy legislation.

Key responsibilities:

Providing expert advice and guidance to municipalities on ATIPPA, 2015 and its interaction with municipal legislation

- Assisting municipalities in processing access requests, including drafting communications and preparing responses
- Developing and delivering tailored training materials and resources for municipal staff and elected officials
- Conducting legislative and legal research to inform policy and training materials
- Establishing and maintaining effective working relationships with municipal leaders and stakeholders; and supporting municipalities in responding to privacy breaches and implementing privacy management programs.

Screening Criteria

1. Bachelor’s degree in business,



education or other related field (equivalencies will be considered)
2. Experience with the handling of access to information requests and/or the development of privacy management programs and privacy assessment of programs and services
3. Experience with the interpretation of acts and legislation
4. University of Alberta’s Information Access and Protection of Privacy certificate, and/or Information Privacy Professional certification (through the International Association of Privacy Professionals – IAPP) (asset)

Assessment Criteria

1. Knowledge of ATIPPA, 2015, the regulations and cost schedule (asset)
2. Knowledge of other statutes that could impact ATIPPA (e.g. Towns and Local Service Districts Act, the City of St. John’s Act, etc.) (asset)
3. Negotiation, mediation, and conflict resolution skills
4. Facilitation skills
5. Ability to analyze and translate complex legislation and policy into plain language
6. Ability to think critically and make decisions
7. Ability to effectively exchange information
8. Ability to establish and maintain effective stakeholder relationships
