The Regulations Technician (Fixed Term Contract) is responsible for assisting with reviews and providing comments on applications under ERCA watercourse and shoreline regulations and various development/planning applications, surveys, technical plans, reports and other technical and administrative services. This position reports to the Regulations Coordinator in the Watershed Management Services Department.

DUTIES AND RESPONSIBILITIES

- Reviews and provides comment on applications under the Conservation Authorities Act, Municipal Drainage Act, Public Lands Act, Shoreline Properties Assistance Act, Part VIII Building Code; planning documents and development proposals; based on ERCA policies and other legislation
- Meets with and provides technical advice and direction to residents, applicants and municipal staff regarding natural hazards, impacts and acceptability of development proposals, land and other resource management issues as required
- Completes on-site inspections of properties with applications and submissions under the Conservation Authorities Act, Section 14 of the Public Lands Act, and Part VIII Building Code when applicable to provide input and advice to applicants as to requirements and modifications to development proposals, and assess compliance with permit conditions
- Attends and participates in meetings with other agencies and municipalities
- Provides support for the development of policies and procedures related to Section 28 of the Conservation Authorities Act




- Assists with ongoing updating and refining of Authority regulations and permitting processes as required
- Assists with the preparation of reports, technical drawings and maps, and carries out field surveys and inspections of select flood and erosion projects which could include maintenance projects along rivers and the shoreline and projects within Conservation Areas
- Performs other related duties and responsibilities consistent with the position as required

MINIMUM SKILLS AND QUALIFICATIONS

- Degree in Environmental Studies, Resource Management, Engineering, Planning, Geography or related fields; or an equivalent combination of education and experience as deemed acceptable to the Employer
- Two years experience in field surveying, computer aided design/drafting, and a working knowledge of a wide range of water related resource management issues along with well developed communication skills
- Two years of relevant experience working with legislation and process related to municipal planning, engineering, building code, and other related legislative process (e.g. Conservation Authorities Act, Planning Act, Environmental Assessment Act, etc.)
- Conflict resolution skills and ability to resolve potentially contentious issues with applicants, customers and other stakeholders
- Ability to think independently and exercise judgement
- Must possess an MTO Class “G” Driver’s licence in good standing
- Must provide a police clearance with a criminal background check

WORKING CONDITIONS

- Typically M-F 8:30am to 4:00 pm. Extended or evening, weekend and holiday hours may be required, sometimes on short notice to meet with stakeholders and site visits
- Environmental conditions: Work is primarily performed within a standard office environment,



and regularly requires periods of visual and mental concentration of 2 to 4 hours duration, prolonged sitting (and associated physical strain), manual dexterity, accuracy and attention to detail. Occasional site visits, with potential exposure to extreme heat or cold, requiring prolonged standing/walking, negotiation of obstacles, and bending or stooping
- Hazards and Risks: Risks are associated with field inspections and related site visits and interactions with the general public, as well as site visits where construction is ongoing and heavy machinery is actively operating
