Restorative Justice Liaison

It is the mission of Tungasuvvingat Inuit (TI) to broadly provide Inuit-specific programs that contribute to the health and wellbeing of Inuit and to encourage and support similar programs for Inuit across the country. TI has over 30 years of highly successful experience in crafting the design, development, and delivery of a wide range of effective, client-centered services. By incorporating the principles of Inuit Qaujimajatuqangit (IQ), TI continues to deliver quality programs and services that directly benefit our growing urban Inuit population.
This position is responsible for implementing and managing the day‐to‐day activities of Tungasuvvingat Inuit’s (TI) Restorative Justice Program. Restorative Justice is a community-based practice used to strengthen communities, repair harm, and restore relationships when wrongdoings occur. It is a set of principles, values, and practices that create safe spaces for honest dialogue to take place.
This position collaborates with justice system partners, community organizations and the general public to educate and promote TI’s Restorative Justice Program. The RJL is responsible for delivering and developing Inuit Restorative Justice Services and culturally specific and relevant resources, programming and supports. This position provides direct services for Inuit impacted by crime and wrongdoing including clients, families, community members, and key stakeholders.
The RJL is accountable for the coordination of appointments, training, and maintenance of the Ikajuriallattiit Restorative Justice Committee (IRJC) activities within the criminal justice system.
Responsibilities:
Direct Service Delivery
- Provide a safe conduit between clients and wronged parties to facilitate programming specific to Inuit cultural values;
- Deliver Restorative Justice Programming within the City of Ottawa as set out in the Diversion Protocol Agreement with the Ottawa Crown, IRJC and TI Board of Directors.
Case Development and Management
- Follow TI’s Client Service Policies & Procedures to preserve confidentiality and minimize risks for clients, employees and the organization;
- In collaboration with the Restorative Justice Caseworker (RJC), manage case files, documents, databases, and track client participation and progress;
- In conjunction with the IRJC, review case referrals, report to the referral source of approval or rejection of case.
Upon approval, assign facilitators and coordinate with RJC for client intake and conferencing sessions. Review and submit the final agreement to the Courts. Report on status of client completion of agreement terms.
Program Coordination and Development
- Advise and assist in culturally relevant program development, program management and continued expansion and delivery of the program;
- In conjunction with the Manager and RJC, contribute to workplans, progress and statistical reports as required;
- Develop a detailed evaluation plan and framework;
- Distribute questionnaire to clients, families, and relevant stakeholders to collect data for program effectiveness and evaluation.
Capacity Building
- Provide guidance, consultation, and assistance to increase the capacity of the IRJC;
- Organize training events and workshops for IRJC and facilitators using the Restorative Justice Conferencing model;
- Participate in training and professional development initiatives as required.
Networking and Program Promotion
- Network and collaborate with justice system partners, stakeholders and liaise with community service providers and educational institutions;
- Maintain good working relationships with the Courts;
- Attend Indigenous People’s Court Sub-Committee to provide program updates, feedback and recommendations;
- Promote the strategy through various medium (print, digital marketing, social media, etc.);
- Ensure program materials are distributed widely internally and externally.
Others
- Become familiar with and comply with all of TI’s policies and procedures; and
- Any other duties assigned to you as may reasonably be required in line with the Position’s main responsibilities.
Education, Qualifications and Skills:
- Completion of diploma or degree in Criminology, Social Sciences, Social Work;
- Minimum 3 years’ experience dealing with similar clientele, the justice system and community partners is a definite asset;
- Knowledge of Inuit Qaujimajatuqangit of the 8 Guiding Principles and traditional practices;
- Detailed knowledge of restorative justice models and the criminal justice system;
- Familiarity with Urban Inuit legal issues and the Inuit socio-economic landscape;
- Familiar with Inuit history and the impacts of colonization;
- Knowledge of internal and external services for Inuit in Ottawa;
- Excellent interpersonal, communication skills, case and file management skills, time management skills, relationship‐building skills;
- Excellent group and one‐on‐one interview skills;
- Organizational skills and resourcefulness;
- Proficient use of MS Word, Excel, PowerPoint, Outlook, video-conferencing platforms;
- Ability to organize and deliver training to those involved in community justice;
- Valid Driver’s license and own reliable vehicle is mandatory;
- Availability to work evenings and weekends as required.
- Proven ability to work effectively in a multi-disciplinary and multicultural team environment; and
- Fluency in English required, fluency in Inuktitut is an asset

Salary and Benefits
- Salary range is $55,000 to $58,000 Annually
- TI provides paid sickness, personal and family sickness leave days, and a 24/7 confidential Employee and Family Assistance Plan.
- Vacation (earn 3 weeks/year).

The Restorative Justice Liaison works in and outside the office as required. Frequent travel within the city is required. Occasional travel out of town may be required. The Restorative Justice Liaison works out of 282 Dupuis Street, Ottawa, ON (main location) and designated locations within the Ottawa region.
