POSITION DETAILS
CLASSIFICATION This position is classified at the RE-05 group and level which is roughly equivalent to the CT-FIN-03 group and level.
LOCATION
This position is located in Ottawa*.* Working from the Toronto, Montreal, or Vancouver office may be approved, depending on worksite availability.
OSFI’s work model includes telework and mandatory onsite presence. The terms of the employee’s telework arrangement will be established in accordance with the Directive on Telework and related organizational directions. These arrangements must be reviewed annually, at a minimum, and can be subject to change. OSFI employees are currently required to work in the office 4 days per week; however, this may be subject to change depending on new direction.
PROCESS INTENT
The immediate need is to staff one (1) Senior Officer position with a language requirement of bilingual imperative BBB/BBB on an indeterminate (permanent) basis. A pool of qualified or partially qualified candidates may be created to staff similar or identical positions with various linguistic requirements and/or profiles, security requirements, tenures, and/or locations within the Office of the Superintendent of Financial Institutions (OSFI), which may vary according to the position being staffed.
KEY RESPONSIBILITIES
The Senior Officer, Legislative Affairs and New Entry (LANE) Division reviews and assesses applications from Federally Regulated Financial Institutions (FRFIs) as well as from applicants wishing to establish operations under the FRFI statutes administered by OSFI and develops recommendations for the Minister of Finance and the Superintendent of Financial Institutions. In carrying out these tasks, the Senior Officer is expected to conduct research, analysis and consultation to identify any prudential, legislative, precedential, compliance and public policy issues that may pertain to the application. The position also supports a consistent, transparent and responsive approvals framework; contributes to legislative and policy analysis affecting federally regulated financial institutions; builds effective working relationships with a wide range of internal stakeholders, other federal departments and agencies, provincial regulators, applicants and their representatives; and coordinates or contributes to the development, application and maintenance of procedures, reports, policy instruments and, papers and, including guidance or any other formal OSFI regulatory and supervisory documents.

- Experience in at least one of the following:
- Conducting financial analysis within the financial services sector.
- Researching and analyzing financial information, business plans or legal agreements related to the financial services sector or pension plans.
- Developing risk management policies, procedures or guidelines related to the financial services sector or pension plans.
- Identifying key risks of a financial institution or pension plan and making recommendations for the mitigation of those risks.
- Assessing compliance to financial sector or pension legislation.
- Providing legal advice or opinions with regards to commercial or financial transactions.
- Planning and conducting research or analysis of public policy in relation to financial institutions or pension plans (e.g., guidelines, laws, regulations)
*NOTE: (2*) Significant is defined as a depth of experience accumulated over a period of at least three (3) years. Candidates must clearly demonstrate their roles and responsibilities pertaining to this experience.

- Experience working at a financial institution (e.g. bank, insurance company, mortgage insurance company, etc.).
- Experience supervising or administering registered pension plans (4*).
*NOTE: (4*) A registered pension plan is a plan that is registered under the Pension Benefits Standards Act, 1985 or a similar law of a province or a plan subject to the Public Pensions Reporting Act, and does not include registered retirement savings plans.
