ABOUT THE POSITION

SkilledTradesBC is currently seeking one (1) Senior Policy Analyst for a temporary 12-month, full-time contract to join our Strategy & Performance team.

The Senior Policy Analyst independently initiates, organizes, and manage organizational policy development and implementation. This includes leading projects and facilitating stakeholders in researching, scoping, drafting, and editing internal and external policy documents and initiatives. This role also reviews existing policies and recommends improvements, including identifying and collecting future policy needs.

RESPONSIBILITIES/ACCOUNTABILITIES

Policy Development & Implementation:

- Support the implementation and maintenance of SkilledTradesBC’s internal policy framework
- Support the planning of policy projects and initiatives in collaboration with key internal and external stakeholders
- Organize and manage the collection of policy needs from internal and external stakeholders, including identifying and reporting policy and procedural issues as appropriate
- Support the implementation of an internal and external policy catalog and publicly publish external policies, as required
- Conduct regular reviews of existing SkilledTradesBC policies, and make recommendations for updates and revisions to policies or operations as required
- Support Policy Team members in reviewing, editing, and drafting internal and external policies
- Collaborate in the development of technical briefing, presentation, and reporting materials.
- Attend and present briefings and reports to SkilledTradesBC’s executive team and Board, in absence of Manager, Policy.
- Conduct public policy research and analysis, and develop briefings and reports to support SkilledTradesBC’s decision-making

Stakeholder Relations & Engagement:

- Facilitate and lead working groups involving multiple stakeholders, SkilledTradesBC’s senior leadership, operational and administrative staff to assess and develop policy.
- Prepare committee agendas, meeting packages, presentations; brief on potential policy decisions, scopes, and record outcomes
- Organize and support external consultations with variety of audiences to inform SkilledTradesBC’s policy

Research & Evaluation:

- Conduct policy research and analysis, and develop briefings and reports to support SkilledTradesBC’s decision-making
- Conduct and report on the evaluation of policy, research, and operational initiatives




- Attend and support policy and research-related committees and stakeholder groups, including representing SkilledTradesBC when necessary

Review Officer Support:

- Provide administrative and case management support to the SkilledTradesBC Review Officer function, including tracking, organizing, and maintaining review files to ensure accuracy, completeness, and timely processing.
- Assist in the preparation of review materials, including briefing notes, decision packages, and supporting documentation to ensure completeness, accuracy, and alignment with applicable legislation and policy.
- Conduct research and analysis to support review decisions, including reviewing precedents, legislation, and internal policies to ensure consistency and defensibility of outcomes.
- Support monitoring and reporting on review activities and trends, including identifying recurring issues or risks and providing recommendations to inform policy and process improvements.

EDUCATION/EXPERIENCE

- Bachelor’s Degree or equivalent is required
- Post-secondary degree in policy development and research, public administration, business administration, or related field is preferred
- 3+ years of experience in a related field of work, and combination of post-secondary education and experience in policy development or a related field
- Strong business acumen
- Ability to manage collaborative policy projects with minimal supervision

Policy Development

- Experience in preparing and writing policy or other technical documents designed for internal and external use
- Experience in researching and analyzing potential policy solutions and articulating recommendations to key stakeholders
- Ability to analyze various types of information and identify tactics and outcomes to inform strategic and operational directions
- Ability to assess operational gaps and develop policy solutions
- Experience supporting or leading corporate policy development and management is an asset

Interpersonal, Leadership, and Communications

- Ability to communicate effectively, in writing and verbally with tact and diplomacy




- Ability to establish and maintain effective working relationships with external/internal stakeholders at all levels of an organization
- Experience leading and/or facilitating collaborative groups of internal/external stakeholders
- Ability to manage diverging ideas, complex issues, and negotiate/articulate resolution to external/internal audiences
- Ability to organize, present, and ensure understanding of highly complex, technical, and sensitive information
- Experience with formal group facilitation and relationship management is an asset
- Experience working with senior managers, executives, and other senior professionals is an asset

Assets:

- Knowledge of or experience in BC’s trades training and apprenticeship system is an asset
- Experience working for a public sector agency/government is an asset
- Experience with project management and/or technical writing and editing is an asset

COMPENSATION Salary Band D: $72,898 - $98,628
