The Senior Recovery Specialist works alongside local and Indigenous community leadership to support communities in leading their own recovery following a disaster or disruptive event. The role provides specialized expertise in recovery planning, governance, coordination, and implementation support, helping communities identify priorities, strengthen local recovery capacity, and organize recovery efforts. Leveraging deep technical knowledge and practical experience, the Senior Recovery Specialist analyzes complex challenges, facilitates collaborative decision-making, and supports the development of effective recovery approaches.

The role requires strong facilitation, relationship-building, capacity-building, and coordination skills, including supporting recovery plans, partnerships, operational processes, and community-led implementation activities.

Specialist also provides guidance, tools, training, and mentorship to strengthen the ability of communities and internal teams to manage recovery effectively and sustainably.

With a primary focus on British Columbia, the role contributes to strengthening community recovery capacity across the province by supporting partnerships, recovery initiatives, and service delivery activities that enhance the ability of local governments, regional districts, Indigenous governing bodies, and communities to prepare for, navigate, manage, and recover from disasters. The position also helps build and sustain provincial recovery partnerships and service delivery mechanisms that enable timely and effective recovery support following future emergencies.

In this role, you will:

- Provide specialized expertise to support the design, implementation, and continuous improvement of community recovery initiatives and services.
- Support community recovery planning, implementation, and coordination activities in collaboration with local governments, regional districts, Indigenous governing bodies, and community partners.
- Analyze information,



identify emerging needs and opportunities, and provide evidence-informed recommendations to support recovery efforts.
- Build and maintain relationships with community partners, government agencies, Indigenous organizations, and other stakeholders involved in recovery.
- Facilitate meetings, workshops, engagement activities, and collaborative processes that support community-led recovery.
- Support coordination, information sharing, and collaboration among stakeholders to advance recovery priorities and strengthen local recovery capacity.
- Provide operational and advisory support to communities as they establish and strengthen the structures, processes, tools, and capacity required to manage recovery activities over time.
- Provide coaching, guidance, training, and mentorship to community partners and internal teams involved in recovery initiatives.
- Contribute to the development of tools, resources, guidance materials, and best practices that strengthen recovery planning, implementation, and service delivery.
- Support monitoring, evaluation, reporting, and continuous improvement activities to measure outcomes and inform future recovery efforts.
- Ensure recovery approaches reflect principles of equity, accessibility, cultural safety, inclusion, and community leadership.

What we are looking for:

- Minimum of 6–9 years experience in disaster recovery, program design, implementation, management, or related work.
- University degree in public administration, emergency management, social & health sciences, community development or a related field and/or equivalent combination of education and experience.
- Requires expertise in a specialized discipline or broad experience across fields, along with an understanding of interconnections between process and business units.
- Proficiency in Microsoft Office applications (Word, Outlook, Excel, PowerPoint) and SharePoint is required.
- Experience in stakeholder engagement, partnership development and working with diverse communities.
- Experience working with local governments, regional districts, Indigenous governing bodies, and provincial partners in British Columbia.




- Demonstrated knowledge of British Columbia's emergency management and recovery landscape, including relevant legislation, policies, funding programs, governance structures, and key stakeholder networks.
- Understanding of the Emergency and Disaster Management Act (EDMA) and its implications for local authorities,
- Indigenous governing bodies, and recovery planning is considered a strong asset.
- Experience supporting communities affected by disasters in British Columbia through recovery planning, implementation, coordination, resilience-building, or related activities is considered a strong asset.
- Experience in program design, implementation, management and evaluation.
- Ability to identify complex problems, analyze interrelated factors, assess and mitigate risks, and develop solutions using specialized skills.
- Communication and influence skills to gather perspectives, understand needs, and present information to reach consensus, often in somewhat sensitive situations.
- Proven experience building and managing partnerships with internal teams, community organizations, government agencies, and external stakeholders.
- Experience applying community engagement principles, participatory approaches, and culturally safe practices.
- Ability to integrate best practices and evidence-based approaches into program frameworks.
- French language skills are considered an asset.

Working Conditions:

- Role includes fieldwork, deployment to communities affected by disasters, and office-based or remote work during non-deployment periods.
- Domestic travel will be required and may occur with short notice.
- Work requires the ability to work to multiple, conflicting deadlines.
- Work requires interactions with clients who may be agitated or experiencing stressful situations.
- In a large-scale emergency, where staff numbers are compromised or additional resources are required, personnel may provide disaster relief and/or emergency field operational support.
- Will be required to work extended hours during peak periods on short notice.
- All roles within the Humanitarian Services team contribute to emergency response efforts directly or indirectly. Personnel may be required to support emergency operations and deploy to response or recovery activities as required.
- Eligibility to work in Canada is required. If selected for this role, you will be required to complete a successful pre-employment screening process including a satisfactory Enhanced Police Information Check (E-PIC).
