Tender, RFP & Business Development Specialist – Consulting Services

Overview
Canadian Global Strategy & Consultancy Inc. (CGSCI) is seeking a dynamic, proactive, and results-oriented Tender, RFP & Business Development Specialist to identify and pursue consulting and professional-services opportunities throughout Ontario.
This role combines tender and RFP management, proposal development, business development, market research, and client relationship building.
The successful candidate will support the full business-development lifecycle—from identifying qualified opportunities and evaluating RFPs to coordinating competitive proposals, submitting bids, attending meetings and presentations, following up appropriately, and supporting negotiations through contract award.
We are looking for someone who is highly organized, commercially minded, comfortable working independently, and motivated by successfully converting opportunities into new business.
Key Responsibilities
- Research and identify relevant consulting, advisory, training, management, and professional-services opportunities throughout Ontario.
- Monitor government, municipal, broader public-sector, institutional, healthcare, education, and corporate procurement opportunities.
- Identify and evaluate RFPs, RFQs, RFSQs, EOIs, Vendor of Record opportunities, tenders, and other competitive procurement opportunities.
- Review solicitation documents and identify mandatory requirements, evaluation criteria, qualifications, deliverables, deadlines, risks, and submission requirements.
- Prepare clear Bid/No-Bid recommendations for management.
- Lead or coordinate the development and submission of professional, high-quality proposals aligned with client requirements and CGSCI’s capabilities.
- Collaborate with management, consultants, project managers, subject-matter experts, and external partners to gather information and develop persuasive proposal content.
- Coordinate corporate documentation, consultant profiles, resumes, references, experience, pricing information, certifications, and other submission requirements.
- Manage multiple opportunities and proposal deadlines simultaneously.
- Maintain an organized pipeline of prospects, active bids, submissions, meetings, follow-ups, and outcomes using appropriate tracking or CRM tools.
- Conduct market research to identify potential clients, emerging opportunities, industry trends, strategic partners, and new areas for business development.
- Identify partnership, teaming, subcontracting, and subject-matter expert opportunities when additional capabilities are required.
- Support proposal presentations, interviews, clarification meetings, and contract negotiations.
- Follow up professionally on submitted proposals when permitted under applicable procurement rules.
- Build and maintain positive professional relationships with prospective clients, partners, and stakeholders.
- Support broader business-development and market-expansion initiatives for CGSCI.
In-Person & Business Development Responsibilities
While approximately 75% of the position may be performed remotely, the successful candidate must be comfortable with in-person business development and client interaction.
This may include
- Visiting organizations and prospective clients
- Attending pre-bid, bidders’, and procurement meetings
- Participating in proposal presentations and interviews
- Attending clarification and negotiation meetings
- Meeting potential clients, partners, consultants, and subject-matter experts
- Supporting CGSCI management during important business-development meetings
- Attending networking or industry events when appropriate The individual should be prepared to remain involved after proposal submission and support appropriate follow-up, presentations, meetings, and negotiations to help maximize CGSCI’s opportunity for a successful outcome.
All activities and communications must comply with applicable procurement rules, tender instructions, confidentiality requirements, and professional and ethical standards.
Qualifications & Experience The ideal candidate will have:
- Proven experience in business development, tender management, RFP/RFQ coordination, proposal writing, procurement, or professional-services sales
- Experience with Ontario government, municipal, broader public-sector, institutional, or corporate procurement is a strong asset
- Experience with consulting or professional-services proposals is preferred
- Strong proposal writing, editing, and document-development skills
- Ability to interpret complex RFP and tender requirements
- Strong business-development and relationship-management capabilities
- Excellent written and verbal English communication skills
- Solid presentation and interpersonal skills
- Good negotiation skills and confidence communicating with decision-makers
- Demonstrated project-management and organizational abilities
- Ability to manage multiple proposals and deadlines simultaneously
- Strong research and analytical skills
- Ability to work independently while collaborating effectively with a broader team
- Strong attention to detail and commitment to producing professional work
Experience successfully contributing to winning tenders, RFPs, consulting engagements, or professional-services contracts would be a significant advantage.
Technology & Additional Skills
Strong working knowledge of the following is preferred:
- Microsoft Word – proposals, reports, tender documentation, and professional formatting
- Microsoft PowerPoint – presentations and client-facing materials
- Microsoft Excel – pricing, analysis, budgets, tracking, and reporting
- CRM or lead-management systems – tracking opportunities, contacts, follow-ups, and pipeline activity
- Project Management – planning, schedules, milestones, deliverables, risks, and coordination
Experience in strategic planning, business analysis, financial analysis, market research, consulting, marketing, training, change management, or operational improvement would be an additional asset.
Driver’s Licence, Vehicle & Travel
Because occasional in-person meetings and business-development activities are required, the successful candidate must:
- Hold a valid driver’s licence
- Have reliable access to a vehicle
- Be able and willing to travel within Ontario when reasonably required
- Be comfortable attending meetings independently or with CGSCI management
- Represent CGSCI professionally when interacting with clients, procurement representatives, partners, and stakeholders
Regular commuting to the workplace or normal meeting location is the individual’s responsibility.
When CGSCI requires or pre-approves business travel beyond normal commuting requirements, reasonable authorized expenses may be covered or reimbursed. Depending on the assignment, this may include transportation or mileage, parking, airfare or rail, accommodation, meals/per diem, and other approved business travel expenses.
Compensation & Growth Opportunity
This is primarily a performance and commission-based opportunity.
For eligible consulting or professional-services opportunities successfully secured through the individual’s efforts, CGSCI offers a commission generally ranging from 5% to 15%, subject to the specific written arrangement established for each opportunity.
The applicable commission may consider the individual’s contribution, contract size and value, complexity, profitability, level of involvement, and role throughout the business-development and bidding process.
Additional Paid Project Opportunities
Winning a contract may create an additional earning opportunity.
If the individual has professional qualifications, experience, or expertise relevant to a project they helped secure, they may receive first consideration for an appropriate role on the project team.
If selected, project work will be compensated separately from the business-development commission for the applicable duration of the individual’s involvement.
Project participation is not guaranteed and will depend on the requirements of the engagement, client requirements, qualifications, experience, availability, and CGSCI’s project staffing needs.
