This position is a union position; therefore, provisions of the relevant collective bargaining agreement/labor contract apply to the filling of this position.

Position Overview
This position is accountable for participating in and supervising the activities of engineers and technicians engaged in the preparation of studies and plans for highly complex facility improvements and may manage and/or review consulting engineer's studies, plans, and specifications on major projects.

Essential Functions

Ensures studies and plans prepared within the squad and by consultants are accurate, complete, and in compliance with design standards and specifications, and depict the most cost-effective designs for major projects.

Provides liaison between the district Bureau of Program Development and consulting engineers on matters pertaining to transportation facility studies and plans.

Motivates, trains and evaluates subordinate personnel.

Coordinates the activities of subordinate personnel with other sections within the bureau and consultant engineers to ensure plans are completed in time to meet prescribed letting dates.

Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

Performs other duties as assigned.

Minimum Qualifications

Current registration as a Licensed Professional Engineer in the state of Illinois.

Four years of experience in civil engineering.

Preferred Qualifications

Thorough knowledge of the principles and practices of civil engineering.

Thorough knowledge of modern methods and techniques as applied to the design, construction, and maintenance of public works.





Ability to perform difficult technical research and make comprehensive recommendations on engineering problems.

Good oral and written communication skills.

Conditions of Employment

Requires a valid driver’s license.

Requires successful completion of a background screening.

Requires districtwide travel.

Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
