Overview
The Building Portfolio Specialist reports to the Building Performance Lead and supports building performance initiatives aligned with the Nova Scotia Environmental Goals and Climate Reduction Act. The role focuses on improving asset management, facility operations, and maintenance to reduce energy consumption and greenhouse gas emissions across the provincial building portfolio.

Responsibilities

Provide independent, specialized qualified expertise for the administration, management, and delivery of energy conservation and efficiency initiatives.

Administer and supervise mediation of concerns related to energy conservation.

Plan, develop, evaluate, promote, and monitor new initiatives.

Analyze and provide program recommendations through reports and advice to management.

Coordinate and analyze building operating expenditures for budgeting and forecasting purposes.

Develop work plans to improve building performance and reduce operational costs.

Facilitate program initiatives such as energy retrofit projects, energy assessments, LED lighting upgrades, fuel‑switching projects, and controls upgrades.

Implement energy‑efficient standards for HVAC equipment and application of alternative, renewable, and sustainable energy systems, including emerging technologies.

Analyze data from multiple sources to draw conclusions and make recommendations.

Estimate and cost preventive maintenance programs, budgeting, and finance tasks.

Acquire, organize, protect, and process data to fulfill business objectives.

Analyze data trends for use in reports to guide decision making.

Provide technical guidance, training, and oversight to other staff to meet business objectives efficiently.

Qualifications




Bachelor’s Degree and 5 years of related experience, or an equivalent combination of education, training, and experience. Knowledge of building systems, programs, and software below will be beneficial:

Electrical, Lighting, Building Automation Systems

Architectural and Structural

Mechanical (HVAC, heating, conveying equipment)

Site and site components

Specialty systems (server rooms, humidification, refrigeration)

Excellent computer skills with hands‑on experience in BOMA BEST®, RETScreen®, ENERGY STAR Portfolio Manager

Must possess a valid driver’s license to travel to project sites. Exposure to energy standards and codes including NECB, ASHRAE 90.1, LEED, and Zero Carbon Building Standards is required.

Working Conditions
Combination of office and field work. Field work may occur in adverse weather and involves normal construction site hazards, heavy equipment, climbing, working at heights, and working within confined spaces. Overtime and emergency work may be required.

Salary
Pay Grade: PR 13
Salary Range: $2,805.63 – $3,410.48 bi‑weekly
