Detailed Overview

The Harm Reduction Lead provides leadership in the delivery of harm reduction services across Fraser Health. Responsible and accountable for leading the planning, development, implementation and evaluation of harm reduction services to meet program goals.

Participates in strategic planning, acts as a resource to contracted agencies, community organizations and internal staff, provides expert advice, and advocates for public awareness of harm reduction support services. Contributes to program guidelines, standards and procedures, participates in committees, task groups and community initiatives, liaises with municipal government representatives, law enforcement officials and other local leaders to promote collaboration, and monitors budget allocation and resources for assigned initiatives.

Responsibilities

1. Plans, coordinates, implements and evaluates harm reduction strategies,



initiatives and services across Fraser Health; assesses and prioritizes conditions and demand for increased services and/or refinements to existing services; liaises with Medical Health Officer, program managers and other stakeholders on program planning; identifies gaps and recommends enhancements.
2. Participates in strategic planning related to broader organizational and program-specific areas of responsibility; collaborates with the Manager, Clinical Services to develop, implement, evaluate and update service/program-specific plans, goals, objectives, policies, procedures and related guidelines.
3. Ensures accessibility of a wide range of harm reduction services; advocates for development of support services and strategies for target populations.
4. Collaborates with contracted service providers to develop practice guidelines, procedures, standards; coordinates partner organizations, community groups and stakeholders to guide facilitation training programs; supports professional competence in harm reduction.
5. Identifies and recommends strategies to address community safety; organizes and/or participates on community advisory committees; engages community groups and stakeholders to gather support and address concerns; uses best practice, literature review and local information to inform protocols for distribution of harm reduction supplies; creates program materials to increase public awareness.
6. Develops partnerships with health professionals, businesses and community groups; assesses regional needs and collects data; monitors emerging trends to guide planning.
7. Maintains harmonious working relationships with other FH programs and contracted agencies, professionals,



community groups and public members; participates in committees, task groups and initiatives; provides representation and input from a clinical perspective, presents, advocates and promotes access.
8. Monitors budget allocation and resources; analyzes and reports variances and overruns.
9. Promotes a coordinated, collaborative approach with a systems perspective to development and delivery of harm reduction programs; works in partnership with community agencies and organizations, including law enforcement, municipal, provincial governments and BC Centre for Disease Control; acts as liaison with local government staff; participates in provincial strategy committees and local initiatives.
10. Liaises with stakeholders to ensure coordination of information; prepares reports and briefing notes; develops communication strategies.
11. Monitors initiatives and takes corrective action; identifies and follows up on risk management and quality issues; ensures processes for responses and proactive risk management.
12. Participates in evaluative research initiatives, planning and evaluation activities, taking an interdisciplinary and consultative approach.

Qualifications

Bachelor's degree in Health or Social Sciences, Business or related field. Five (5) years related experience working with marginalized populations and community resources including program evaluation with a focus on facilitating integrated approaches to community health and well‑being for vulnerable populations, or an equivalent combination of education, training and experience.
