Position Summary
Reporting to the Director, People Services & Operations, the Manager, Occupational Health, Safety & Wellbeing provides leadership, consultation, and operational oversight across occupational health, workplace safety, disability management, attendance support, workplace wellbeing, and regulatory compliance. The Manager is accountable for supporting the effective delivery of services and initiatives that promote a healthy, safe, and psychologically supportive workplace.
The Manager applies a strategic, data-informed, and people-centred approach to supporting leaders, mitigating organizational risk, and advancing a culture of safety, wellbeing, and continuous improvement. Working collaboratively with leaders, team members, unions, credentialed staff, and external partners, the Manager plays a key role in enhancing the employee experience while supporting the delivery of safe, high-quality patient care.
Key Responsibilities
Occupational Health, Safety & Wellbeing Leadership
- Provide leadership and operational oversight across the Occupational Health, Safety & Wellbeing portfolio, ensuring alignment with organizational priorities, legislative requirements, and leading practices.
- Support the development, implementation, evaluation, and continuous improvement of services, practices, and initiatives that promote workplace health, safety, wellbeing, and organizational effectiveness.
- Monitor emerging trends, risks, and regulatory changes, providing recommendations to support organizational compliance and continuous improvement.
- Promote a culture of safety, wellbeing, accountability, and psychological safety through education, engagement, communication, and leader support.
- Develop, monitor, and report on key performance indicators and outcomes to support informed decision-making and organizational performance.
Occupational Health, Disability Management & Attendance Support
- Provide leadership and oversight for occupational health services, disability management, workplace accommodation, attendance support, and return-to-work activities.
- Support leaders in addressing attendance, accommodation, and return-to-work matters through practical, consistent, and legally compliant approaches.
- Oversee workplace injury and illness management, including WSIB claims management, return-to-work planning, and case coordination.
- Monitor service effectiveness, trends, and outcomes, identifying opportunities to improve employee experience, organizational outcomes, and operational efficiency.
- Collaborate with internal and external stakeholders, including healthcare providers, insurers, and regulatory agencies, to support successful and sustainable outcomes.
Workplace Safety, Prevention & Compliance
- Provide leadership and oversight for workplace safety activities, including incident reporting, investigations, hazard identification, risk assessment, workplace violence prevention, and emergency preparedness.
- Support organizational compliance with applicable legislation, accreditation requirements, standards, and organizational policies.
- Partner with leaders, Joint Health & Safety Committees, and stakeholders to identify risks and implement preventative and corrective actions.
- Lead or support Ministry of Labour inspections, investigations, compliance activities, and related follow-up actions.
- Promote evidence-informed practices and initiatives that enhance workplace safety, reduce injury risk, and support organizational resilience.
Wellbeing, Education & Continuous Improvement
- Lead or support the development, implementation, and evaluation of initiatives that promote employee wellbeing, psychological health and safety, and workplace health.
- Provide education, coaching, and consultation to leaders and team members on occupational health, safety, disability management, attendance support, and wellbeing matters.
- Identify opportunities to improve processes, systems, service delivery, and organizational outcomes through quality improvement methodologies and stakeholder feedback.
- Participate in organizational projects, committees, and strategic initiatives that support workforce wellbeing, engagement, and organizational effectiveness.
Leadership, Resource & Financial Management
- Provide leadership, coaching, mentorship, and performance management to assigned team members, fostering accountability, engagement, professional growth, and a high-performing team culture.
- Support workforce planning, succession planning, and resource allocation within the Occupational Health, Safety & Wellbeing portfolio.
- Participate in budget development, monitoring, and financial stewardship activities related to departmental operations.
- Ensure effective utilization of resources while maintaining service quality, compliance, and organizational priorities.
Collaboration, Communication, Safety & Continuous Quality Improvement
- Develop and maintain collaborative relationships with leaders, team members, unions, credentialed staff, external partners, and regulatory bodies.
- Represent Occupational Health, Safety & Wellbeing on committees, working groups, and organizational initiatives as required.
- Support patient safety, workplace safety, and quality initiatives through proactive risk identification, mitigation, and continuous improvement activities.
- Contribute to ongoing quality improvement by monitoring outcomes, identifying opportunities, and implementing sustainable improvements.
- Perform other related duties as assigned by the Director, People Services & Operations or Senior Leadership.
Qualifications
Education
- Bachelor’s degree in Occupational Health & Safety, Health Sciences, Human Resources, Business Administration, Disability Management, or a related field is preferred. An equivalent combination of education, progressive leadership experience, and demonstrated expertise relevant to the role will be considered.
- Professional designation relevant to the role is preferred. Candidates who are actively pursuing a recognized qualified designation and can demonstrate significant progress toward completion may also be considered. Examples include Canadian Registered Safety
- Professional (CRSP), Certified Health and Safety Consultant (CHSC), Certified Disability Management Professional (CDMP), Certified Return to Work Coordinator (CRTWC), Certified Human Resources Leader (CHRL), or equivalent.
- Leadership or management-focused education is considered an asset.
Experience
- Minimum seven (7) years of progressive experience in occupational health, workplace safety, disability management, attendance support, employee wellbeing, or a related field required.
- Minimum three (3) years of progressive leadership experience, including direct responsibility for team member supervision, performance management, workforce planning, operational decision-making, and team development required.
- Demonstrated experience supporting workplace accommodation, return-to-work programs, attendance support, and WSIB claims management required.
- Demonstrated experience leading occupational health, safety, disability management, attendance support, and workplace wellbeing programs in a complex environment preferred.
- Experience conducting or supporting workplace investigations, incident reviews, risk assessments, and corrective action planning preferred.
- Healthcare or broader public sector experience strongly preferred.
- Experience supporting accreditation activities, Ministry of Labour inspections, Joint Health & Safety Committees, and regulatory compliance initiatives preferred.
Skills and Traits
- In-depth knowledge of the Occupational Health and Safety Act (OHSA), Workplace Safety and Insurance Act (WSIA), Ontario Human Rights Code, Employment Standards Act, Accessibility for Ontarians with Disabilities Act (AODA), and related legislation.
- Strong understanding of disability management, workplace accommodation, attendance support, return-to-work practices, and employee wellbeing principles.
- Demonstrated ability to analyze trends, interpret data, identify risks, and develop practical recommendations that support organizational objectives.
- Strong coaching, facilitation, conflict resolution, relationship management, and change management skills.
- Must be able to meet the physical and emotional responsibilities of the role, including standing and walking for extended periods, frequent and repetitive pushing, pulling, bending, and lifting up to 50 pounds, as well as safely operating equipment.
- Ability to meet the physical demands of the position, as outlined in the Physical Demands Analysis (PDA).
- Demonstrates proficiency in written and verbal communication, with strong interpersonal and organizational skills.
