EMPLOYMENT OPPORTUNITY

Classification: Permanent, Full-Time (upon successful completion of probation)

Start Date: As soon as possible

We are seeking a hands-on Construction Foreman who can not only supervise a build but also actively contribute to construction activities when required. The ideal candidate will possess extensive knowledge of residential construction, building codes, project management, and workforce development, with the ability to successfully lead projects from concept to completion while mentoring and developing local staff.

Under the direct supervision of the Director of Operations, the Public Works Construction Foreman is responsible for performing general labour duties while providing leadership and oversight for community construction, maintenance, and infrastructure projects. The incumbent coordinates and manages projects related to roads, community buildings, housing, and property repairs and maintenance, ensuring work is completed safely, efficiently, and in accordance with community priorities and established standards.

The Public Works Construction Foreman supervises Public Works staff, coordinates contractors and service providers, develops work plans, monitors project progress, and assists with budgeting and purchasing activities. This position is responsible for maintaining community assets and infrastructure, overseeing seasonal maintenance activities, responding to community service requests and emergencies, and ensuring the proper use and maintenance of equipment, tools, and materials.

The role requires strong leadership, organizational, and communication skills to effectively coordinate projects, manage resources, and provide regular updates to the Director of Operations. The Public Works Construction Foreman plays a key role in supporting the delivery of essential community services and advancing infrastructure improvement initiatives that contribute to the well-being of the First Nation community.

Duties and Responsibilities

Include, but are not limited to:

General Labour & Maintenance

- Work alongside the crew when required while maintaining quality workmanship and ensuring compliance with health and safety requirements.

· Perform and oversee construction, road maintenance, site preparation, and building and yard maintenance activities.

· Conduct repairs and preventative maintenance on community facilities and infrastructure.

· Ensure the proper use, care, and maintenance of equipment, tools, vehicles, and machinery.

· Maintain safe and organized work sites and storage areas.

Crew Supervision

· Supervise, coordinate, and provide direction to Public Works employees and work crews.

· Mentor, coach, and provide on-the-job training to Public Works staff to build internal capacity and trade skills.

· Assign daily tasks and monitor work performance.

· Ensure all work is completed safely, efficiently, and in accordance with organizational standards, policies, and procedures.

· Promote a positive and productive team environment.

Seasonal Duties

· Coordinate and participate in snow plowing, snow removal, and winter maintenance activities.

· Perform seasonal maintenance and community clean-up tasks.

· Assist with large-item removal and other seasonal operational requirements.

Project Coordination & Management

· Planning, coordinating, scheduling, monitoring, and closing out construction and infrastructure projects.





· Coordinate community projects, including planning, scheduling, resource allocation, and oversight.

· Coordinate contractors, suppliers, equipment, and material deliveries to keep projects on schedule.

· Manage project priorities, particularly renovations, maintenance initiatives, and infrastructure improvements.

· Track project progress, timelines, and deliverables to ensure projects are completed on schedule.

· Assist with the planning, preparation, set-up, and clean-up of special community events and projects.

Contractor & Supplier Liaison

· Liaise with subcontractors, including electricians, plumbers, and other service providers.

· Coordinate contractor activities and monitor work quality and completion timelines.

· Obtain quotes, source materials, and purchase required supplies from approved vendors and suppliers.

· Ensure materials and services are procured in a timely and cost-effective manner.

Budget & Purchasing

· Assist with project budgeting, cost tracking, material estimates, purchasing, and ensuring projects remain within approved budgets.

· Monitor project-related expenditures and ensure resources are used efficiently.

· Maintain purchasing records and support cost-control measures.

· Oversee inventory levels and recommend purchases as required.

Community Services & Emergency Response

· Respond to community service requests and operational emergencies, including power outages, heating failures, plumbing issues, and other urgent matters.

· Coordinate internal and external resources required to address emergencies.

· Participate in after-hours emergency response when required.

Inventory & Equipment Tracking

· Maintain accurate inventory records for equipment, tools, materials, and supplies.

· Monitor equipment condition and arrange repairs, servicing, and replacements as needed.

· Ensure all assets are properly tracked and accounted for.

Communication & Reporting

- Maintain project records such as work logs, material usage, equipment utilization, inspections, and progress updates.

· Meet regularly with the Director of Operations to provide updates on:

o Community requests and service needs

o Project status and priorities

o Operational challenges and recommendations

· Prepare reports, work schedules, and documentation as required.

Training & Additional Duties

· Attend mandatory training, safety courses, and professional development opportunities.

· Maintain required certifications and licenses.

· Perform other related duties as assigned.

Qualifications

Education & Certifications

- Journeyperson Carpenter Certificate preferred, or equivalent combination of education and extensive construction experience.
- Valid Ontario Driver's License (Class G) and reliable transportation.
- Current certification in:
- Working at Heights
- WHMIS
- First Aid/CPR
- Health & Safety Awareness Training
- Knowledge of Ontario Building Code requirements.
- Additional certifications related to construction management, heavy equipment operation,



or project management would be considered an asset.

Experience

- Minimum 10 years of progressive residential and/or commercial construction experience, including a minimum of 5 years in a Foreman, Lead Hand, Site Supervisor, or Construction Management role.
- Demonstrated experience managing construction projects from planning and foundation stages through to final completion and occupancy.
- Experience coordinating subcontractors, suppliers, inspectors, consultants, and project stakeholders.
- Experience preparing and managing project schedules, budgets, material procurement, and labor resources.
- Experience training, mentoring, and supervising construction staff and apprentices.
- Experience working within First Nation communities is considered a solid asset.

Knowledge & Technical Skills

- Thorough understanding of:
- Ontario Building Code
- Building permits and inspections
- Residential construction practices
- Foundation, framing, roofing, siding, interior finishing, and general carpentry
- Mechanical, plumbing, and electrical coordination
- Occupational Health and Safety regulations
- Ability to read and interpret:
- Architectural drawings
- Blueprints
- Engineering plans
- Specifications
- Site plans
- Strong understanding of quality control standards and building best practices.
- Knowledge of estimating materials, labor requirements, and project costs.
- Oversee construction projects from planning and site preparation through final completion.
- Ensure all work complies with applicable building codes, regulations, and safety requirements.
- Manage project schedules, budgets, labor, subcontractors, and material procurement.
- Conduct site inspections and quality assurance reviews.
- Identify deficiencies and ensure corrective actions are completed.
- Train and mentor community employees and construction workers.
- Coordinate inspections and approvals with regulatory authorities.
- Provide regular project updates to management.
- Promote safe work practices and maintain a positive, productive work environment.

Physical Requirements

- Ability to perform physically demanding work in a variety of indoor and outdoor conditions.
- Ability to lift, carry, push, and pull up to 50 lbs.
- Ability to stand, walk, bend, climb, and operate tools, equipment, and machinery for extended periods.
