Hearing Officer Application Form

The Township of Centre Wellington is seeking applications for the contracted service position of Hearing Officer for its Administrative Monetary Penalty System (AMPS).

Appointed by Council under Ontario Regulation 333/07, the Hearing Officer serves as an independent, quasi-judicial adjudicator responsible for reviewing appeals of Screening Officer decisions related to municipal by-law penalties and determining whether to affirm, vary, or cancel those decisions.



Hearing Officers are not Township employees and are appointed for the term of Council, or the remainder of the term if appointed mid-term, until reappointed or a successor is appointed. While the role will initially focus on parking-related matters, the Township anticipates expanding the Administrative Penalty Program to additional matters in the future. Applicants should have knowledge of municipal law, administrative decision-making, and adjudicative processes.

5. Statement of Qualifications and Relevant Experience

Please summarize your qualifications and relevant experience for the role of Hearing Officer. Your response should address, as applicable:

- adjudicative or tribunal experience;
- experience conducting hearings, trials, or similar proceedings;
- experience interpreting and applying legislation, municipal by-laws, and procedural rules;
- knowledge of municipal law, parking by-laws, privacy/access legislation, mediation, or alternative dispute resolution; and
- any other experience relevant to independent decision-making in a quasi-judicial setting.
