Chief Administrative Officer

Wage: $150,000 - $180,000 Annual Salary, dependent upon education and experience

Benefits: Paid sick leave, 4 weeks vacation, comprehensive benefits, and 5.5% employer pension match

Hours: Full time (35 hours per week), with a rotation of one week in the community and three weeks in Prince George (Flexibility required to accommodate member needs, and may include evenings and weekends)

Location: Prince George Admin Office and Kwadacha Community (Fort Ware)

Kwadacha Nation (Tsek’ene) is commonly known as Fort Ware and is located approximately 570 km north of Prince George, at the confluence of the Fox, Kwadacha, and Finlay rivers in the Rocky Mountain Trench. Responsibilities

Reporting to Chief and Council, the Chief Administrative Officer (CAO) will be responsible for guiding and overseeing the daily administration and operational affairs of Kwadacha Nation, ensuring alignment with all applicable laws, policies, and standards while striving for continuous improvement and advancement. The CAO acts as the spokesperson for Kwadacha Nation, ensuring the effective delivery of operations and programs in accordance with Kwadacha culture, strategic plan and direction, organizational policies, and all relevant legislation to enable achievement of Kwadacha Nation’s goals in a financially sound manner.

- Plan, execute and evaluate the day-to-day administration of Nation affairs and operations, providing guidance, leadership, and direction for the senior leadership team.
- Act as liaison between Chief and Council and the Nation’s senior leadership and employees, providing them with regular feedback and informing them of ongoing challenges and successes.
- Develop, manage and administer contracts as required by Chief and Council, liaising with legal representation, contractors, and consultants as required.
- Supports management by providing human resources advice, counsel, and support for employee relations, complaints, conflicts, and issues.




- Provide guidance on Human Resources policies and procedures, ensuring compliance with provincial, federal legislative, and safety requirements.
- Partners with management to support the recruitment and selection process to fill vacancies.
- Oversee, guide, and support management to ensure the timely and effective completion of the performance evaluation process.
- Regularly reviews compensation philosophy and conducts market surveys and analysis to ensure the competitiveness of the organization’s wages and ability to attract talent
- Identifies Human Resources measures and utilizes results to show the organization’s performance, identify gaps and provide input into the overall strategy.
- Source funding and resources to deliver programs, developing proposals and completing reporting.
- Responsible for strategy formulation and policy development, as well as ongoing evaluation of financial position, budget development and review for departments, projects and programs.
- Ensure all leadership receives ongoing financial reporting, working with the Director of Finance in development of monthly, quarterly, and annual budgets.
- Ensure all administrative and operational activities align with the Nation’s goals and policies, and all legislative and regulatory requirements.
- Provide support to Chief and Council in enhancing and sustaining Community quality of life through wellness and culture and in utilizing and preserving Kwadacha Nation resources and customs.
- Facilitate the research, planning, development, implementation, and evaluation of programs and services, ensuring they meet the Nation’s Policies and Procedures, and reflect the Nation’s priorities.
- Ensure timely and accurate completion of all required reporting, including government and regulatory agent requirements.
- Schedule regular, ongoing meetings,



and ensure they are documented accurately including minutes and Band Council Resolutions.
- Maintain a close and collaborative relationship with the representatives of other entities and subsidiaries, including Kwadacha Natural Resources LP.
- Cultivate relationships with stakeholders/potential partners for increased collaboration and growth.
- Strive for continuous improvement, developing and implementing new processes that may improve efficiency, reduce costs, or otherwise troubleshoot issues that may impact Nation operations.
- Other duties and responsibilities as assigned.

Qualifications

- Post-Secondary Degree in Business, Public Administration, Human Resources, Social Work, or a related discipline; an equivalent combination of education, certifications, and experience may be considered.
- Minimum 7–10 years of progressive senior management experience, preferably within a First Nation, Indigenous organization, government, or community-based setting.
- Knowledge of First Nations governance, administration, and community development.
- Strong leadership and organizational management skills, with experience providing strategic direction, operational oversight, and mentorship to leadership teams.
- Proven financial management experience, including budgeting, financial reporting, funding administration, proposal development, and contract management.
- Knowledge of employment legislation, occupational health and safety, and regulatory compliance.
- Satisfactory Criminal Record Check and Vulnerable Sector Check, and reference checks
- Valid Class 5 BC Driver’s License, clear Driver’s Abstract, and willingness to travel to Fort Ware.
