Duties and Responsibilities:

Reporting to the Director, ITS Resources & Vendor Strategy, the IT Vendor & Financial Strategy Specialist provides strategic leadership and senior advisory expertise for the governance, financial oversight, and performance review of the University’s IT vendor portfolio, service agreements, and cost recovery models.

The incumbent provides expert financial, contractual, and risk advisory services related to complex, high value, multi year IT agreements and services, and supports ITS leadership with analysis and recommendations on sourcing strategy, total cost of ownership, value realization, and compliance obligations. This role translates institutional priorities, financial policy, and risk considerations into actionable strategies that support decision making.

Qualifications:

The incumbent must possess the following qualifications:

- As an agent of the University entrusted with the spending of public funds, the incumbent requires a thorough knowledge of contract governance, financial oversight, service agreements, cost recovery models, procurement procedures and practices as well as relevant university policy and procedures, a knowledge of contract law and a complete understanding of ethical standards of the profession.
- The incumbent must be completely conversant with product and service terminology and thought processes in order to understand the requirements, particularly for large and/or complex projects.
- The incumbent must use judgement, initiative and knowledge of university rules, regulations and culture to develop and implement solutions to problems.
- The incumbent must be able to communicate effectively, professionally and with confidence with vendors, department heads and researchers.
- The incumbent must be very organized, work in collaboration with other teams, and liaise with both internal departments and external organizations with interests related to procurement and system issues.
- The incumbent must have demonstrated financial aptitude,



strong organizational skills and leadership skills, and have meticulous attention to detail.
- Accuracy, flexibility, tact, initiative, sound judgment, and patience are required, as are positive public relations skills, and the ability to work well within a team atmosphere.
- The incumbent must be able to meet deadlines and to work independently.

• The incumbent must use own initiative and assume responsibility/ownership of job functions. • Must handle matters of a confidential and sensitive nature in an appropriate manner.

Education and Experience:

The above is normally acquired through the completion of:

- Bachelor’s degree in Commerce, Accounting, Information Systems, or a related field. Professional accounting (CPA) or equivalent professional financial designation is an asset/preferred.
- Seven (7) or more years of progressively responsible experience in financial management, vendor governance, contract management, strategic analysis or a related analytical role, preferably within a university or public sector environment.
