We are seeking a Level 3 Business Analyst to support Director General Human Capital Management Modernization – Military (DGHCMM-M). This role will help map a designated Military Personnel Management System (MPMS) capability — including its end-to-end workflows, data, andsystem integration dependencies — to build a transparent, enterprise-wideview of that personnel management operation.
This work supportsthe CAF's broader MPMS modernization initiative, which aims to integratecurrently fragmented personnel functions (career and postingmanagement, qualifications, leave, medical, and readiness attributes)into a coherent, data-driven enterprise capability, in alignment withthe 2022 CAF Digital Campaign Plan and the 2024 CDS/MND Directive on Reconstitution.
You will work collaboratively with a Level 3Business System Analyst and DGHCMM-M stakeholders to document current("As-Is") and future ("To-Be") processes, support requirementsmanagement, and produce artifacts that inform modernization planning.
Key Responsibilities
- Supportmapping of a designated MPMS business capability, including end-to-endworkflows, decision flows, and stakeholder impacts
- Document As-Is and To-Be business processes, identifying activities, decisionpoints, and hand-offs between manual and automated steps
- Elicit,analyze, and document business, functional, system, and data-drivenrequirements, ensuring traceability to mapped processes
- Support development of acceptance criteria with DGHCMM-M stakeholders
- Identifycandidate business processes for re-design, assessing opportunities forstandardization, simplification, and optimization
- Help analyze solution options and trade-offs, and recommend evidence-based courses of action
- Support governance, validation, and methodology alignment activities to ensure consistent, auditable deliverables

Work Arrangement & Conditions
- Hybridrole: services are delivered primarily from a private Canadianresidence using a DND-provided networked laptop and Defence Wide Area Network contractor account (for processing up to PROTECTED Binformation)
- Resource must attend a Canadian Forces Base in person to complete Public Key Infrastructure (PKI) Card registration
- AVisit Clearance Request (VCR) must be initiated prior to any visit toNDHQ Carling Campus, and applicable site policies must be followed
- Resource is not an employee or servant of Canada
- Alldeliverables, reports, data, and materials produced remain the propertyof Canada and must be safeguarded; no DND/Government of Canada logos orinsignia may be used on personal business materials
- Meetingsmay be recorded for transcription purposes, in accordance with the Defence 365 Teams Meetings Recordings Acceptable Use Policy
- Accessto classified material is restricted until the required securityclearance level is obtained and CSP registration is maintained
Requirements
- Demonstrated experience as a Level 3 Business Analyst (per TBIPS Stream 4: B.1 standards)
- Experience with business process modelling (e.g., BPMN)
- Experience eliciting and documenting business and functional requirements in a large, complex organization
- Experience with data analytics tools is an asset (e.g., Python, R, Microsoft tools)
- Familiarity with data modelling/integration concepts is an asset (e.g., SQL)
- Familiarity with cloud platforms is an asset (e.g., AWS, Microsoft Azure, Google Cloud)
- Familiarity with ERP systems is an asset (e.g., SAP, Oracle)
- Eligible to obtain or currently hold an Enhanced Reliability security clearance
- English language proficiency at a CCC (Reading/Writing/Oral) level
