SUMMARY OF THE POSITION
A person who is in charge of one or more programs or projects for the purpose of providing professional assistance in the development of services, in particular by advising, monitoring or supporting various actors in one or more programmes or projects.
She or he carries out the research activities necessary for the identification and evaluation of resources and needs. She or he designs and proposes development plans and programmes to ensure adequate planning of services. She or he advises on the implementation or improvement of programs and/or services. She or he may participate in various teaching and training activities.
SPECIFIC FUNCTIONS
The Public Health Department is seeking a Planning, Programming and Research Officer (PPRO) - Special Projects to lead and support strategic public health initiatives that strengthen population health and well-being across Eeyou Istchee.
Working collaboratively with Public Health teams, Cree communities, partners, and external stakeholders, the incumbent conducts research, develops evidence-informed frameworks, policies, tools, and reports, and leads strategic projects that support public health planning, service development, evaluation, and decision-making.
A primary responsibility of the position is the development of an Eeyou Eenou Determinants of Health Framework that reflects Eeyou Eenou perspectives, values, knowledge, and lived realities, and serves as a foundation for public health planning, programming, evaluation, and reporting. The incumbent also contributes to strategic work related to historical and intergenerational trauma, adverse childhood experiences (ACEs), and other factors influencing health and well-being, while supporting the development of evidence-informed resources and recommendations that strengthen public health practice. The position also leads or supports other strategic public health initiatives as identified by the Department to address emerging priorities and organizational needs.
KEY RESPONSIBILITIES
1. Lead the Development of a Miyupimaatisiiun Determinants Framework
• Lead and coordinate the collaborative development of a Miyupimaatisiiun Determinants Framework grounded in Eeyou Eenou perspectives, values, strengths, and realities.
• Develop and implement a consultation and engagement process involving Cree leaders, Elders, knowledge holders, community representatives, professionals, and partner organizations.
• Plan and facilitate workshops, focus groups, and other engagement activities to gather perspectives and support co-development of the framework.
• Conduct literature reviews, environmental scans, evidence reviews and analyses of Indigenous and public health frameworks to inform the development of the framework.
• Analyze and synthesize findings from consultations, evidence reviews, and public health data into a culturally relevant and practical framework.
• Develop supporting tools and guidance documents to facilitate the framework's application in public health practice.
• Develop recommendations to support the integration of the framework across Public Health planning, policies, programs, evaluation, and reporting.
• Support the integration of the framework into public health planning, programming, evaluation, reporting, and decision-making.
2. Develop Public Health Planning and Project Management Tools
• Consult with Public Health teams and partners to identify needs and opportunities related to the planning and implementation of public health initiatives.
• Develop practical tools and resources to support the planning and implementation of public health initiatives.
• Design and maintain standardized templates and guidance documents, including project charters, work plans, stakeholder engagement plans, and reporting templates.
• Support teams in applying project planning approaches and best practices.
• Provide guidance and follow-up to facilitate the implementation and effective use of tools and resources.
• Develop strategies and materials to support the dissemination and uptake of tools, templates, and promising practices across Public Health programs.
• Promote consistency and quality in the development and implementation of public health projects and initiatives.
3. Lead and Support Strategic Public Health Projects
• Lead or contribute to strategic projects aimed at addressing identified population health needs and advancing public health practice in Eeyou Istchee.
• Conduct literature reviews, environmental scans, situational analyses, and other research activities to inform the development and implementation of strategic public health initiatives.
• Coordinate consultations and engagement activities with stakeholders, partners, and communities to support collaborative project development and implementation
• Prepare reports, briefing notes, presentations, and recommendations and other knowledge products to support decision-making, evidence-informed planning and public health action.
• Lead or contribute to strategic work related to the social determinants of health, historical and intergenerational trauma, adverse childhood experiences (ACEs), and other priority public health issues.
4. Foster Collaboration and Knowledge Sharing
• Build and maintain collaborative relationships with Public Health teams, Cree organizations, community partners, researchers, government agencies, and other stakeholders.
• Facilitate meetings, workshops, and consultation sessions related to projects and planning initiatives.
• Promote the integration of Indigenous knowledge, public health evidence,
and community perspectives into strategic planning and decision-making.
• Support the sharing and dissemination of knowledge, evidence, and promising practices.
• Contribute to strengthening capacity for evidence-informed public health planning and decision-making within the department.
• Contribute to a culture of continuous learning, knowledge translation, innovation, and evidence-informed public health practice.
5. Strategic Analysis and Innovation
• Monitor emerging public health evidence, policies, trends, and leading practices to identify opportunities for innovation and continuous improvement.
• Analyze and synthesize information from multiple sources to support strategic planning and evidence-informed decision-making.
• Develop strategic analyses, briefing materials, and recommendations that inform departmental priorities, policy development, and service planning.
• Identify gaps, opportunities, and future directions to strengthen Public Health programs, services, and organizational initiatives.
• Provide strategic advice to support emerging Public Health priorities and special projects.
REQUIREMENTS
Education:
• Bachelor's degree in a health, social services, public health, or related discipline;
• Master's degree in Public Health, Indigenous Public Health, Community Health, or a related field is an asset;
• Certification or additional training in project management, strategic planning, Indigenous health, public health, research, evaluation, innovation, or community development is an asset.
Experience:
• Three (3) years of relevant experience in public health planning, programming, research, health promotion, or a related field.
• Experience working with Indigenous communities and organizations.
• Experience conducting research, literature reviews, environmental scans, and developing reports, frameworks, recommendations, or other strategic documents.
• Experience leading or coordinating projects involving multiple stakeholders and facilitating consultation processes.
Knowledge and Abilities:
• Good knowledge of public health principles, population health approaches, and determinants of health.
• Knowledge of Indigenous health, health equity, and the factors influencing health and well-being.
• Knowledge of and ability to apply OCAP® principles and Indigenous data governance approaches.
• Knowledge of Cree culture, values, realities, and governance structures, or the ability to acquire such knowledge.
• Strong analytical, synthesis, and writing skills.
• Ability to plan and facilitate consultations, workshops, and engagement activities.
• Ability to translate evidence and stakeholder perspectives into practical frameworks, tools, recommendations, and reports.
• Robust project planning and organizational skills.
• Excellent communication, collaboration, and relationship-building skills.
LANGUAGE
• Fluent in English;
• Fluency in Cree is an asset.
