Job Description Medical Affairs serves as the central hub supporting physician services across the organization, coordinating credentialing, scheduling, compensation, communications, and related administrative functions to ensure efficient physician operations.

It supports medical governance through structures such as the Medical Advisory Committee (MAC) and ensures compliance with regulatory, funding, and quality standards while advancing physician engagement, education, wellness, and quality improvement initiatives aligned with organizational strategy.

Responsibilities Operational Management of Medical Affairs

Provides overall leadership and day-to-day oversight of the Medical Affairs office, including supervision of administrative staff and coordination of physician support services to ensure efficient and effective operations

Monitors overall operational performance and ensures timely escalation, resolution, and follow-through on key issues impacting service delivery

Represents the Medical Affairs & Practice portfolio in internal and external meetings, committees, and stakeholder discussions

Oversees review and response to incident reports, ensuring appropriate action, accountability, and continuous improvement in collaboration with the Chief Medical Officer, Associate CMO and legal team

Provides leadership oversight to operational meetings and governance forums to ensure effective communication, alignment, and execution of Medical Affairs priorities in collaboration with the Chief Medical Officer and Associate CMO

Leads the development and maintenance of collaborative relationships across clinical programs, corporate services, and external stakeholders

Ensures compliance with organizational policies, procedures, regulatory requirements, and standards set by applicable professional colleges and governing bodies

Strategic Planning and Implementation

Leads and supports the development of Medical Affairs strategic priorities and ensures alignment with organizational vision, mission, and senior leadership goals

Translates strategic objectives into actionable implementation plans, ensuring effective execution across Medical Affairs operations and physician-related services

Partners with senior medical leadership and organizational stakeholders to align Medical Affairs initiatives with system-wide priorities and emerging needs

Oversees implementation of strategic initiatives, including site redevelopment and organizational transformation projects impacting physician services

Monitors progress against strategic goals, providing updates, insights, and recommendations to senior leadership to support continuous alignment and improvement

Project Management

Leads and oversees complex, cross-functional projects within Medical Affairs, ensuring delivery on scope, timelines, and organizational priorities

Provides project leadership for initiatives such as quality improvement and operational enhancements

Coordinates with internal and external stakeholders to ensure effective project planning, execution, and change management

Monitors project progress and outcomes, identifying risks, issues, and opportunities for improvement, and reporting updates to senior leadership

Financial Accountability

Provides overall financial oversight for the Medical Affairs portfolio, including departmental budgets and allocation of resources





Leads budget planning and ongoing monitoring of expenditures to ensure fiscal responsibility and alignment with organizational priorities

Oversees CMO budgets (approximately $20M), including physician stipends, invoicing, and financial reconciliations in collaboration with senior medical and administrative leaders

Ensures accurate and timely financial reporting to internal leadership and external stakeholders, including TAHSN, OHA, MOH, Physician Association, and other funding bodies

Quality Improvement and Change Management

Leads quality improvement initiatives and complex, cross-organizational projects across CAMH on behalf of the CMO and Associate CMO, incorporating input and guidance from the Senior Medical Leadership Team (SMLT)

Identifies system-level opportunities for improvement and drives implementation of evidence-informed solutions in collaboration with clinical and administrative leaders

Monitors outcomes of quality improvement and change initiatives, ensuring sustained improvements and alignment with organizational standards, regulatory requirements, and strategic priorities

Provides leadership in managing organizational change initiatives impacting Medical Affairs operations, ensuring effective communication, engagement, and adoption across stakeholders

Leads and supports the design, implementation, and evaluation of quality improvement initiatives across Medical Affairs and physician-related services to enhance patient care, safety, and operational effectiveness

Provide recommendations to senior management with regard to improved processes and efficient management of the Office of Medical Affairs and Practice

Stakeholder Engagement

Acts as the primary liaison for internal and external stakeholders on matters related to Medical Affairs

Collaborates with clinical programs, corporate services and external healthcare partners to support operational priorities and shared initiatives

Represents the Medical Affairs portfolio in internal and external committees, working groups, and sector-wide initiatives to advance organizational objectives

Physician Governance, Communications and Engagement

Oversees physician credentialing, onboarding, and reappointment processes for all CAMH physicians

Supports the Medical Advisory Committee (MAC) and subcommittees in overseeing credentialing and quality of care

Manages physician call schedules and after-hours coverage rosters in collaboration with ED and inpatient services, ensuring compliance with policies and procedures

Leads physician communications, including the weekly newsletter and organizational updates, and oversees the physician web portal and related resources

Collaborates with the Associate CMO to support physician wellness initiatives that promote engagement, well-being, and access to key supports and information

Provides overall strategic and operational leadership for the Medical Affairs portfolio, ensuring effective integration of physician services, governance, and administrative support functions

Ensures alignment of Medical Affairs operations, strategies, and initiatives with organizational vision, mission, values, and senior leadership priorities





Acts as a key support and advisor to the CMO, Associate CMO, Chair of the Medical Advisory Committee (MAC) and senior medical leadership on operational, financial, and strategic matters

Leads the coordination and integration of Medical Affairs activities across Clinical Programs, Corporate Services, and external healthcare partners

Ensures compliance with organizational policies, professional standards, and regulatory, legislative, and funding requirements governing physician services

Provides leadership in advancing physician engagement, communication, wellness, and organizational culture within Medical Affairs

Oversees the development, implementation, and continuous improvement of systems, processes, and frameworks that support effective physician operations

Represents the Medical Affairs portfolio in senior-level committees, governance bodies, and external forums to advance organizational and sector priorities

Qualifications

Master degree in health care, health administration, business administration, finance or a related field from a recognized institution is required

Project Management Certification preferred

Financial accounting certification is an asset

Minimum of 3 years of progressive experience in management or an equivalent combination of education and experience within the healthcare sector

Demonstrated experience in health administration, planning, or design and implementation functions, such as quality improvement, budget planning and reporting, systems management, and human resources

Proven experience working in large, complex healthcare organizations in administrative or management roles, including program planning, design, and implementation through project management

Ability to work collaboratively with internal and external stakeholders to achieve shared goals and objectives

Excellent communication skills (oral and written), interpersonal, negotiating, and presentation skills, with strong judgment, tact, and diplomacy in working with diverse teams and stakeholders including physicians and leadership

Demonstrated knowledge and experience overseeing, managing, and reporting on multi-million-dollar budgets

Solid attention to detail and ability to manage competing priorities effectively

Ability to clearly explain complex issues in plain language, both verbally and in writing

Demonstrated experience in project management, change management, and implementation of organizational initiatives

Strong organizational and time management skills with the ability to meet deadlines in a complex environment

Experience developing and implementing processes, with demonstrated ability to lead and support change initiatives

Bilingualism (English/French) or proficiency in a second language is considered an asset
