The Municipality of French River is a single-tier municipality located approximately 80 kilometers southeast of the City of Greater Sudbury and covers an area of approximately 750 square kilometers. It consists of 6 townships and parts of 3 other townships and includes the communities of Alban, Monetville and Noëlville. The permanent population of 2,828 and grows in the summer months with seasonal residents to approximately 5000.
The Manager of Public Works is responsible for planning, managing, and overseeing all municipal public works operations within the Municipality. Reporting to the Director of Operations, this position provides leadership for the maintenance and operation of municipal roads, sidewalks, drainage systems, equipment, and infrastructure while ensuring compliance with applicable legislation, safety standards, municipal policies, and service level expectations. The Manager leads departmental staff, manages budgets and contracts, responds to public concerns, and supports long-term infrastructure planning and asset management.
Duties include but are not limited to:
- Lead and manage the day-to-day operations of the Public Works Department.
- Plan, coordinate, assign, and monitor daily work activities, projects, and maintenance programs.
- Prepare and monitor operating and capital budgets.
- Manage procurement activities, service contracts, tendering processes, and contractor performance.
- Manage and maintain municipal transportation and public infrastructure assets, such as roads, bridges, culverts.
- Conduct inspections of roads and infrastructure to identify maintenance, repair, and safety requirements.
- Ensure compliance with Occupational Health and Safety legislation and municipal safety programs.
- Manage the department’s fleet, equipment, tools, materials, and supply inventories.
- Develop long-term infrastructure and equipment replacement plans, including a five-year Public Works plan.
- Respond to public inquiries and investigate complaints in a timely and professional manner.
- Serve as staff resource and attend Council/Committee meetings as required.
- Supervise staff and contractors, ensuring protected, efficient service delivery.
- Collaborate with municipal departments, community organizations, and external stakeholders to support municipal services and projects.
Qualifications:
- Post-secondary education in Civil Engineering, Public Works, or a related discipline, or a related field; or an equivalent combination of education and relevant operational experience.
- Certified Road Supervisor (CRS) designation or equivalent professional certification.
- Proven experience managing municipal public works operations, infrastructure, and maintenance programs.
- Strong leadership and supervisory skills with experience managing employees and contractors.
- Robust analytical, budgeting, and operational planning abilities.
- Knowledge of Ontario legislation affecting municipal public works, including the Highway Traffic Act, Drainage Act and Minimum Maintenance Standards for Municipal Highways.
- Strong verbal and written communication skills with the ability to exercise sound judgment, tact, and discretion when dealing with staff, contractors, and the public.
- Ability to respond effectively to emergencies and operational issues.
- Proficiency with municipal policies, health and safety requirements, and safe equipment use.
- Must be proficient in Microsoft Suite.
- Valid Class G driver’s licence with an acceptable driving record
- Clear Criminal Background.
- The ability to speak, read and write proficiently in the French and English languages is an asset.
Salary Range: $86,983 to $100,030
Working Conditions: Combination of office and fieldwork with exposure to weather and hazards, working a minimum 40‑hour week with occasional evenings, weekends, and Council/Committee meetings as required.
