Select how often (in days) to receive an alert:Req ID:28464Vacancy Type: PermanentNumber of Positions:1Closing Date:08/27/2026Job SummaryReporting to the Director of Facilities & Property Management, the successful candidate will manage, lead and administer the operation of the Energy Management Section by developing and implementing the utility management and energy efficiency programs to provide skilled energy and water management services to all City facilities.Duties and ResponsibilitiesOversee the development of City-wide utility budget forecasts and end-of-year projections.Develop programs and procedures for efficient and reliable utility procurement including price hedging strategies or master energy agreements based on market trends in compliance with legislated regulations.Oversee the annual monitoring, control and reporting of City-wide utility consumption and costs, energy and greenhouse metrics for Council and Ontario Regulation 25/23 purposes.Oversee the development of energy and climate action initiatives and projects, including costs and savings analysis, and business case justifications to meet the City's 5 Year Energy Conservation Plan and Climate Change Action Plan.Administer and update the section's plans, standards and guidelines, including 5 Year Energy Conservation Plan, green building standards, energy guidelines, building automation standard.Manage the operation and maintenance of the section's services, including utility management software (EEM Suite), building automation system (BAS), solar photovoltaics, building analytics and fault detection software (Skyspark),



and bills processing.Develop and implement energy awareness and education programs.Liaise with staff in all Departments regarding the development and implementation of energy conservation initiatives and projects.Coach and develop staff with qualified skills, including customer service relations, team effectiveness, and continuous improvement.Inspire enthusiasm, motivation, and commitment of staff to achieve high levels of performance and oversee the section's Performance Development Program.Participate on Corporate, Departmental, and Divisional Working Groups, committees or special projects.Perform other related duties as assigned.Skills and QualificationsPost-secondary degree in Mechanical/Electrical Engineering from a recognized university, along with a P.Eng. designation from PEO.Minimum of 10 years progressive experience in energy and water management field, with at least 3 years of managerial or supervisory experience.Sustainability and energy designations such as CEM, CMVP, LEED would be considered an asset.Experience with energy management topics such as electricity and natural gas markets and procurements, energy legislations and conservation practices, green building standards, building automation systems, renewable energy applications, water conservation practices, and energy awareness programs etc.Experience in leading staff through innovative long term plans,
