Position:Benefits & Compliance SpecialistLocation: Manning, IAJob Id:2224# of Openings:1Position: Benefits & Compliance SpecialistFLSA Status: ExemptReports to: Vice President of Human ResourcesPOSITION Description: The Benefits & Compliance Specialist is the primary owner and subject matter expert for employee benefits, leave administration, and HR compliance across all LifeSkills Connection, Inc. entities. This role ensures the company meets its obligations as a multi-state federal and state government contractor while delivering competitive, well-administered perks programs that support workforce retention and engagement.KEY RESPONSIBILITIES:Benefits Strategy & DesignOwn the design, implementation, and ongoing administration of all employee benefit programs including health/dental/vision insurance, life and disability insurance, retirement plans (401k, HSA, FSA), and wellness initiativesPartner with VP of HR on benefits strategy and plan design decisionsConduct market benchmarking and make recommendations for plan improvementsBenefits AdministrationServe as primary contact for all employee benefits questionsProcess benefits enrollments, changes, and terminations in HRIS and with carriersManage vendor relationships and carrier invoicing/reconciliationCoordinate COBRA administration and ensure timely noticesCoordinate 401(k) / HSA / FSA administration with plan providersSupport payroll data handoff to Finance for benefits-related deductionsPlan and execute the annual open enrollment process end-to-endDevelop employee communications and conduct education sessionsProcess all enrollment elections and ensure downstream updates to payroll and carriersLeave AdministrationAdminister leave of absence programs including FMLA, state PFML, ADA, and company leave policiesMaintain leave tracking in coordination with HR GeneralistEnsure timely notices, documentation, and return-to-work coordinationManage workers' compensation claims and reportingManage unemployment claims in coordination with HR GeneralistOwn the federal contractor compliance calendar: AAP/OFCCP, SCA conformance and fringe/H&W, WIOA/PRH reporting, EEO-1, VETS-4212,
and ACA reportingManage OFCCP audit responses and maintain required documentationAnalyze and document FLSA classifications in partnership with VP of HROversee ADA/accommodations complianceManage commercial insurance portfolio in partnership with VP of HROversee garnishments processingProvide oversight of I-9, E-Verify, and immigration compliance processesMulti-State Employment ComplianceTrack and maintain compliance with state-specific employment laws across all operating statesMonitor legislative and regulatory changes; recommend policy and program updatesMaintain and update employee handbooks and HR policies for multi-state applicabilityManage records requests, subpoenas, and employment verifications (complex cases)HRIS & ReportingOwn compliance data and reporting: AAP, EEO-1, VETS-4212, ACA, and other regulatory filingsOversee transactional offboarding compliance (separation documentation, COBRA notices)Produce benefits and compliance metrics for VP of HRTraining & GuidanceProvide training and guidance to HR team and managers on benefits programs and compliance requirementsPartner with VP of HR on policy development and compliance communicationsThis job description is not intended to be all-inclusive.
