Responsibilities Develops, recommends, implements and manages the technical architecture (hardware, software, database and communications) which will be used for all or specific applications in a large, distributed cross-platform environment.The Lands and Resources Cluster (LRC) and the Ontario Ministry of Natural Resources require a Senior Solution Architect to update the Enterprise/Solutions Architecture for their Water Information Systems Kisters (WISKI) including the new Weather Module and the Great Lakes Storm Surge Operating System (GLSSOS) Portfolio.ResponsibilitiesProviding leadership, guidance and support to the project team and subject matter experts; creates and maintains all models/artifacts/diagrams as it relates to establishing a solutionUpdate, develop and validate all required solution architecture models/artifacts, documents and materials (according to industry best practices, GO-ITS standards and OPS EA guidelines using the appropriate version)Collaborates with cluster staff, project teams, ministry Subject Matter Expert (SME) and other OPS partners/service providers to ensure architecture alignmentDevelops artifacts leveraging cluster/ministry tools and model repository (e.G. PowerDesigner, DevOps)Identify issues and risks to be managed or addressed, and assist the project team or ministry to facilitate mitigationArrange and facilitate validation sessionsDevelop/revise solution architecture artifacts according to cluster and corporate guidanceParticipate in review and information-sharing meetingsSupport Agile Enterprise Architecture (EA) delivery during the projectDevelop reference architecture artifacts/models/patterns to enable shared use for future clientsArrange and facilitate Enterprise Architecture (EA) meetings with cluster staff, subject matter experts, and other stakeholders as requiredSupport the process of acquiring cluster and corporate approvals, such as Project Gating, LRC cluster governance processes, and corporate architecture governance points (AGP)Provide status updates to both the project team and the Enterprise Architecture unitProvide transfer of knowledge and project deliverables to identified cluster staffAdhere to all OPS GO-ITS Standards, specifically GO-ITS 200PRS Ontario Public Service Enterprise Architecture Governance Requirements [WM2] and others as requiredRevise architectures per action and/or conditions arising from LRC's governance body (Project Gating Review Committee) and Corporate EA Governance review bodies as requiredUtilize, reuse, and incorporate OPS Reference Architectures into the project architecturesEnsure alignment with any other related and relevant business materialsExperience RequirementsKnowledge and experience with a wide range of methods, techniques and tools for business architecture such as, but not limited to: business functional modeling,



service lifecycle modeling, business event modeling, business process mapping, value chain analysis, and other related disciplines10+ years of experience successfully completing solution architectures in government settings or similar complex, multi-project/multi-client organizationsGood understanding of diverse business environments, especially government and compliance/regulatory functionsProven ability to identify and analyze business requirementsKnowledge and experience of information technology, providing the ability to integrate and identify IT-enabled opportunities to solve business pressures/needsExcellent communication, facilitation, negotiation, consensus-building, and problem-solving skillsDemonstrated commitment and proven ability with effective stakeholder managementExperience as a business architect, who has successfully modelled the business at the enterprise and/or core business levels for medium to large organizationsExperience as a solution/application architect who has successfully modelled solution requirements, design and components for enterprise-scale COTS solutions, Oracle Siebel preferredExperience in developing enterprise architecture deliverables/artifacts (e.G. models)Knowledge of Zachman Framework, including business / information / application / technology / security architecturesKnowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standardsKnowledge Transfer RequirementsKnowledge transfer is expected to occur throughout the duration of the assignment through regular meetings, touchpoints, and working sessions with LRC staffAll design, development, artifacts, and source code, including all relevant and complete documents, must be transferred to the ministry in the designated repositories providedDedicated knowledge transfer sessions will be scheduled to ensure completeness of knowledge transfer and all documentation is shared, and allow LRC staff to ask clarification and/or follow-up questionsEvaluation Criteria:Application/Solution Architecture – 60%Depth of knowledge in enterprise architecture domains including business, information, application, technology, and security architecture. Proficiency in architecture frameworks and standards such as TOGAF or Zachman. Ability to design, integrate,



and optimize solution architectures with strong technical problem-solving skillsDemonstrated experience in delivering complex IT solutions and applications, managing systems integrations, and resolving technical and architectural issues. Proven track record in applying architecture best practices and methodologiesHands on demonstrated experience developing all required application architecture artefactsHands on demonstrated experience leading all aspects of solution design, including security and privacyExperience architecting enterprise-scale COTS / SaaS solutions such as Azure CloudHands-on experience creating architecture artifacts, models and/or reports using PowerDesigner, or Visio, or other toolsEnterprise Architecture Leadership and Methodologies – 20%Demonstrated knowledge of and experience in leading and delivering solution Architecture projectsHands on demonstrated experience successfully leading project teams through all levels of governance processes (cluster and corporate) such a project gating, architecture governance pointsHands on demonstrated experience preparing and delivering presentations to cluster and corporate architecture review boards to successful obtain approvalsExperience leading project teams through the Privacy Impact Assessment (PIA) process, Threat Risk Assessment (TRA) process and other technical or security assessment processes as requiredDemonstrated experience with enterprise architecture, including the ability to integrate/align with across all domains (business, information, Solution, technical, security)OPS Experience – 15%Demonstrated experience working within the Ontario Public Service or similar public sector environments, including familiarity with OPS governance, standards (e.G., GO-ITS), and ministry-specific processes.Soft Skills – 5%Excellent analytical, problem-solving solving and decision-making skillsExcellent communication skills, both written and verbalExcellent meeting facilitation skills to gather requirementsExperience reporting progress on deliverables to team, project leads and management, including proactively raising risks/issues with mitigationsStrong stakeholder management skillsDemonstrated consensus-building skillsSupplier CommentsClosing Date/Time: 2026-08-05, 1:00 p.M.Max submission: 1 (one)5 days remoteMust HaveDepth of knowledge in enterprise architecture domains including business, information, application, technology, and security architecture.
