Purpose:
Managesthe operational components of all Housing units, facilities, and personnel. Develops project plans for the creation of new Housing units and the maintenance of existing Housing units. Enforces Housing administration and asset management policies and develops and enforces processes, construction, and maintenance standards.Makes decisionswith regard toconstruction, management and maintenance of housing units and properties. Maintains the Housing asset management system. Roles & Responsibilities :
To manage the life cycle of Housing structures, buildings,equipment,and other physical assets. Manages and tracks physical assetinventory. Guides the acquisition and development of new assets, along with their use anddisposal. Coordinates building/site inspections and ensures compliance with health and safety and regulatorystandards. Reports on the progress of construction projects; collects and reviews inspectionresults. Manages construction and maintenance issues, deficiencies,and repairs. Establishes and monitors maintenance plans and coordinates the labor and equipmentrequired. Reviews quality assurance and controls Establish partnerships with external parties (CHMC and other government institutions and construction agencies), MCK units (Capital, Lands, Labor Board, MIS, etc.), andcommunity. Performs analysis on asset expenditure and lifecycle investing –maintainsbudgetary standards onexpenses. Oversees the management of insurancepolicyrenewals,claims,and liabilities for Housing and individualclients. Coordinate regular community and client interactionsregardingcurrentprograms. To ensureHousingprogram standards and controls are adhered to and reported on. Liaises with funding agencies and government entities to secure funding arrangements for construction Housing projects (CHMC, Economic Development, etc.) Develops and implements construction standards and procedures forcontractors. Develops andmaintainsa certification process for contractors (Ideally)
Completes external reporting requirements related to facilities andmaintenance. Identifiesareas for improvement in current procedures, standards, or processes designed to increaseefficienciesand/oreffectiveness. Develops, implements, andmonitorsasset management policy and procedures. Develop, implement, and monitor the reporting process for operational funding for maintenance. Research and implement a project managementtool. To oversee the general administration and operational functions. Determinesthe administrative andmaintenanceservices and resources. Implements and monitors service delivery and maintenance standards. Supervisesmaintenanceemployees and inspectors. Supports, guides, and supervises staff and performs regular feedback and performance evaluations. Prepares and manages the budget for Social Housing units, properties, and facilities. Creates partnerships and collaborates with other MCK departments on accessing funding and developing proposals (MCK Units: Finance, Capital). Creates partnerships and collaborates with community organizations (MIS, Labor Board, Economic Development. Presents recommendations for improvements to the Housing Director, Executive Director, PortfolioChiefs,and/or Council of Chiefs. Education & Experience :
Bachelor's degree in engineering or architecture or urban planning, plus one (1)yearrelevant work experience (construction, architecture). OR DEC in Architectural Technology, Engineering Technology, Industrial design, plus three (5) years relevant work experience. OR High School Diploma, plus ten (10) years relevant work experience.
AEC certification or equivalent (an asset). Knowledge, Skills, Abilities :
Knowledge of Kahnawake’s Housing Program policies and procedures. Awareness of the socio-economic issuesimpactingthe community. Solid knowledge of construction standards, labor, health & safety regulations. Sound knowledge and understanding of Mohawk Council ofKahnawà:ke(MCK) dept./unit programs, policies (Health & Safety, Water and Sewer; Land Management, MCK Admin. Manual-Personnel Policy, Mohawk Self Insurance Policy). Project andbudgetarymanagement skills. Strong oral and written communication skills. Sound knowledge of Microsoft Suite and the ability to learn various computer programs. Ability to guide,directand supervise personnel. Strong problem solving and conflict resolution skills. Conducts business with internal and external clients in a tactful, discreet, and courteous manner. maintains confidentiality. Adhere to the MCK Administration Manual-Personnel Policy andKanien’kéhaLanguage initiatives. Ability to communicate in theKanien’kéhaand French languages is an asset. The willingness to learn theKanien’kéhalanguage isrequired. Working Environment :
Five (5) day work week. Work inthe officeor remotely. Occasional overtime to meetthe needsof the department. Considerable stress and exposure to emotional, personal, and sensitive situations (social &family; issues) requiring tact, discretion, and confidentiality. Occasionaltravel. Benefits:
