Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.FLEXThe successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.POSITION FUNCTIONCoordinate and provide operational leadership for Project Managers and Business Analysts, including the planning, prioritization, and delivery of technology initiatives across all IT divisions. Participate in the development and improvement of project management and business analysis processes and support the delivery of business-focused solutions that align with organizational and divisional needs. Facilitate communication, requirements development and coordination to support successful implementation and service delivery.KEY DUTIESSupervision and Operational OversightCoordinate, assign, review and participate in the work of staff in the Business Solutions Division.Ensure schedules, procedures and established performance and safety standards are met.Make recommendations on employee selection, promotion, discipline and development and contribute to employee performance appraisals.Provide employee training.Assign and review work of consultants as required.Project and Portfolio ManagementOversee the portfolio of Information Technology projects.Apply and adhere to project management principles and the system development lifecycle using a combination of AGILE and traditional methods.Regularly review the project backlog with the team to ensure there are no contradictions or overlaps with other backlog items, work already in progress, or infrastructure already in place.Continuously analyse the tools and techniques leveraged by the team, providing recommendations for the evolution of both project and portfolio management practices where appropriate.Regularly track project progress against key milestones and recommend interventions and opportunities when required.Advisory and RepresentationProvide project guidance and advice to the team as well as other departments as required.Represent the department on all corporate projects and committees as required.Reporting and Performance MonitoringDevelop and maintain comprehensive portfolio and project reporting for leadership, which includes performance dashboards, project summaries, resource forecasts, and portfolio-level risk analytics.Provide timely, accurate project and portfolio data that supports strategic planning and corporate reporting expectations.Ensure documentation and data standards, governance practices, and quality assurance are consistently followed.Business Analysis and MethodologyEnsure consistent application of industry‐standard Business Analysis (BA) methodologies, tools, and artifacts.Guide BA activities from opportunity identification through requirements definition and solution validation.Ensure that business cases, requirements, process maps, and future‐state models meet quality standards and align with enterprise architecture and IT strategy.Mentor BA staff and build a centre‐of‐excellence culture for requirements management, process improvement, and user‐centered solution design.Perform related duties where qualified.INDEPENDENCEWork is generated by annual objective and budget and end user requests.Work is reviewed through reports to Manager.Issues such as major expenditures, system changes and resource/policy matters are discussed with Manager with recommendations.WORKING CONDITIONSPhysical EffortSit with arms unsupported while keyboarding.

(often)Work EnvironmentKEY SKILLS AND ABILITIESStrong leadership skills to guide multidisciplinary project teams.Advanced understanding of enterprise project management practices, methodologies, and tools.Understand and apply the principles and methods of project and portfolio management.Proficient in several web-based Project Management solutions.Establish and maintain working relationships with others in Information Technology, outside agencies and vendors.Balance conflicting priorities with limited resources.Excellent interpersonal, facilitation, and communication skills.Organize and prioritize work of the section.Maintain accurate records.QualificationsFormal Education, Training and Occupational CertificationUndergraduate degree in Computer Science or a related field. (4 years)Master's Certificate in Business Analysis or equivalent (126 hours)Project Management Institute Project Management Skilled (PMP) or equivalent.
