Location: Toronto, ON (Hybrid) – 2 days in the Office Downtown TorontoContract: September 2026 – March 2027Compensation: $65/hourLanguage Requirement: Fully Bilingual (English & French)Transform Procurement. Drive Operational Excellence.Our client, a respected public sector organization in Toronto, is seeking an experienced Manager – Procurement & Purchasing Optimization to lead a strategic procurement transformation initiative.This is an opportunity for a seasoned procurement qualified to modernize purchasing operations, strengthen governance, optimize policies and processes, and ensure compliance with Ontario public sector procurement standards.You will work closely with executive leadership, finance, legal counsel, and key stakeholders to build a procurement function that is efficient, compliant, transparent, and aligned with best practices.What You'll DoAssess current procurement and purchasing processes and identify opportunities for modernization and optimization.Review and redesign procurement policies, procedures, templates, and internal controls.Develop standardized procurement workflows that improve efficiency, transparency, and accountability.Ensure compliance with Ontario public sector procurement legislation, trade agreements, and applicable regulatory requirements.Review and evaluate the organization's current tendering processes (RFPs, RFQs, RFSQs, and competitive procurements), identify gaps and inefficiencies, and recommend improvements to enhance compliance, transparency, fairness, and operational efficiency in accordance with Ontario public sector procurement best practices.Advise leadership on procurement governance, risk management, and best practices.Work closely with legal counsel on contract development, negotiations, procurement documentation,
and risk mitigation.Provide strategic recommendations to strengthen procurement operations and purchasing controls.Collaborate with internal stakeholders to improve vendor management and purchasing practices.Prepare reports, recommendations, and presentations for senior leadership.What You BringWe're looking for someone who combines strategic thinking with hands‐on procurement expertise.Required Qualifications10+ years of progressive procurement, purchasing, or strategic sourcing experience.Fluently bilingual in English and French (spoken and written).Extensive experience within the Ontario Public Sector or Broader Public Sector (BPS).Strong knowledge of:Public tenderingContract administrationExperience developing procurement policies, procedures, governance frameworks, and internal controls.Proven ability to optimize procurement operations and implement best practices.Strong stakeholder management and communication skills.Experience working with legal teams on contracts and procurement compliance.Professional DesignationOne of the following (or equivalent):SCMPCPSMNIGP-CPPNice to HaveProcurement experience within an Ontario university or collegeExperience leading procurement transformation or modernization initiativesPublic sector consulting experienceExperience implementing procurement technology or digital procurement solutionsKnowledge of vendor performance management and contract lifecycle managementWhy This Opportunity?This engagement offers the opportunity to make a lasting impact on a well‐established public sector organization by helping shape the future of its procurement function.You'll have the autonomy to recommend improvements, influence procurement strategy, collaborate with senior leaders, and deliver meaningful operational change.If you're a bilingual procurement leader with deep Ontario public sector experience and a passion for building best‐in‐class procurement operations, we'd love to hear from you.Candidates must be eligible to work in Canada. #J-18808-Ljbffr
