Drive Operational Excellence.Our client, a respected public sector organization in Toronto, is seeking an experienced Manager – Procurement & Purchasing Optimization to lead a strategic procurement transformation initiative.This is an opportunity for a seasoned procurement qualified to modernize purchasing operations, strengthen governance, optimize policies and processes, and ensure compliance with Ontario public sector procurement standards.You will work closely with executive leadership, finance, legal counsel, and key stakeholders to build a procurement function that is efficient, compliant, transparent, and aligned with best practices.What You'll DoAssess current procurement and purchasing processes and identify opportunities for modernization and optimization.Review and redesign procurement policies, procedures, templates, and internal controls.Develop standardized procurement workflows that improve efficiency, transparency, and accountability.Ensure compliance with Ontario public sector procurement legislation, trade agreements, and applicable regulatory requirements.Review and evaluate the organization's current tendering processes (RFPs, RFQs, RFSQs, and competitive procurements), identify gaps and inefficiencies, and recommend improvements to enhance compliance, transparency, fairness, and operational efficiency in accordance with Ontario public sector procurement best practices.Advise leadership on procurement governance, risk management, and best practices.Work closely with legal counsel on contract development, negotiations, procurement documentation,
