Job Overview The Manager, Health, Safety, Environment, Quality & Training (HSEQ&T;) plays a pivotal leadership role in ensuring the organization operates in full compliance with all relevant health, safety, environmental, and quality regulations while developing a proactive safety culture. This role is also responsible for designing and managing comprehensive training programs that elevate employee competency, safety awareness, and operational effectiveness.
Operating at both strategic and operational levels, the Manager will collaborate cross-functionally with field operations, senior leadership, clients, and regulatory bodies to drive excellence in health and safety, environmental sustainability, quality assurance, and workforce development across multiple regions and projects.

Job Accountabilities & Related Duties Develop, implement and enforce H&S; policies compliant with provincial and federal regulations (OHSA, OHS Code, etc.).
Manage incident investigations, root cause analysis, and corrective/preventive actions.
Lead hazard identification, site-specific risk assessments, and emergency response planning.
Monitor and report on safety metrics (e.g., TRIR, LTIR, near-miss frequency).
Foster a culture of safety through engagement, coaching, and behavioral safety programs.
Manage environmental programs including spill response, emissions tracking, and waste management.
Develop and maintain project-specific Environmental Management Plans (EMPs).
Ensure compliance with environmental laws and promote ESG and sustainability initiatives.
Support internal and external environmental reporting and data tracking.
Maintain and improve COR, ISO, and other quality management systems.
Lead internal and client-driven audits, non-conformance tracking, and continuous improvement initiatives.
Standardize documentation processes and drive consistency across business units.




Oversee certification and training programs (e.g., WHMIS, Confined Space Entry, First Aid).
Maintain accurate training records and competency matrices.
Design and deliver onboarding programs for employees and contractors.
Measure training effectiveness through audits and incident trend analysis.
Conduct training needs assessment to identify skill gaps and develop training plans to ensure operational efficiency, technical competence, workplace safety and regulatory compliance.
Implement integrated risk management frameworks across HSEQ domains for OHS and business continuity.
Conduct enterprise and project-level risk assessments and facilitate on site crisis and emergency preparedness.
Monitor emerging risks and regulatory developments; advise leadership on mitigation.
Set clear HSEQ expectations for subcontractors and ensure compliance through inspections, audits and evaluations.
Lead subcontractor onboarding and orientation aligned with company policies.
Implement performance improvement plans for underperforming vendors.

Qualifications and Requirements 5 years in HSE, Quality and training roles with a minimum of 2 years in a managerial role.
Bachelor's degree in OHS or related field
Previous experience with ISO 9001, 45001, and COR Standards in Alberta, Saskatchewan or Ontario
Certification in Occupational Health & Safety preferred
Certificate in Leading audits for ISO and COR standards preferred.
NCSO, CRST, CRSP are preferred
Alberta COR auditor
Thorough knowledge of workplace safety, OHS regulations, Ministry of Transportation and Ministry of Labour, training and skills development
