Under the supervision of the Executive Director, the Director of Internal Operations is responsible to provide direction, leadership and guidance toward the achievement of the KSCS Strategic Framework and Community Health Plan as it relates to Information Systems (IS), Organizational Supports (Human Resources & Payroll, Reception and Administration), Facilities Management and Communications.

Description In this strategic leadership position the Director will motivate and manage a broad or highly specialized group within the organization, applying extensive knowledge and advanced problem‑solving skills to complex issues. The role accounts for all functions of Internal Operations, coordinating activities, monitoring budgets, developing policies, supervising personnel, and ensuring compliance with both internal policies and external regulations.

Responsibilities - Provide visionary leadership throughout KSCS Internal Operations (IS, Organizational Supports, Facilities and Communications).

- Inspire Managers and their teams to deliver service at a higher standard.
- Assist the Executive Director in evolving the strategic framework and operational planning based on community needs.
- Demonstrate the values of KSCS in all work conduct.
- Foster team spirit within the Internal Operations Services.
- Communicate global operational concerns and needs to the Executive Director and Management team.
- Collaborate with staff, stakeholders and community to develop shared visions for each service.
- Initiate and establish processes to support strategic long‑term planning for service delivery.
- Participate in partnership initiatives, discussions and planning concerning global community needs.
- Work with the Executive Director to initiate organizational changes, including policies related to Administration, Finance and Operations.
- Attend training and workshops on personal and professional development as directed.
- Establish service delivery standards in conjunction with KSCS Management team and staff.
- Share workload stemming from management meetings, committees, workshops and chairing responsibilities.
- Act as a liaison between Managers and the Executive Director and KSCS Directors.
- Report on all aspects of service delivery at Directors, Management and Board meetings.




- Provide skilled and technical advice to the Executive Director on the management and operations of services under responsibility.
- Present recommendations on internal and external influences and necessary policy or procedural changes.
- Ensure services align with the global direction of KSCS and meet the goals of the KSCS Strategic Framework.
- Establish and maintain tracking systems to monitor and evaluate the success of service delivery standards and objectives.
- Ensure required reporting for funding is submitted on time.
- Ensure Managers meet their obligations and perform coaching, mentoring and performance reviews.
- Ensure optimal resource management considering program and service priorities.
- Identify community and staff needs and implement data collection practices.
- Develop and maintain a continuum of services and coordinate service structures.
- Plan, prepare, coordinate, approve and implement service deliveries and operational plans.
- Establish partnerships to support service plans.
- Ensure standard operating procedures for effective service delivery.
- Identify and secure financial, human and physical resources.
- Ensure compliance with personnel policies: recruitment, compensation, leave, termination, appraisal, training.
- Develop funding proposals as required by funding agencies or new opportunities.
- Maintain quality services for all Internal Operations areas.
- Delegated signing authority up to $10,000.00.
- Provide project management services for KSCS projects, including concept development, scheduling, budgeting and contractor engagement.
- Manage subcontracts and payment authorizations based on project completion.
- Communicate regularly with Executive Director, Directors, Managers, community members, government officials and media.
- Negotiate with government agencies for existing and additional resources.
- Maintain cooperative relationships with community and external agencies.
- Present KSCS’s mission, vision, goals and objectives in a strong and positive manner.




- Participate and represent KSCS on internal/external committees, working groups and boards as determined by the Executive Director.
- Ensure accurate and consistent communication flow internally and externally.
- Maintain confidentiality practices.
- Provide consistent financial administration for all service areas.
- Provide services in a manner consistent with employment terms, personnel policies and procedures.
- Provide consistent and accurate counseling to the Management Team in a professional manner.
- Direct and supervise Managers and staff with efficiency, transparency and fairness.
- Maintain transparency and accountability of all employees.
- Support high‑stress environments and work overtime, evenings and weekends when required.

Qualifications Education and Experience - Bachelor's Degree in Human Services or Health Management and 3–5 years of management and supervisory experience in a related field.

- Undergraduate in Human Services or Health Management with 5–7 years of management experience.
- High School Diploma with 10 years of management experience in health and social services.

Skills and Requirements - Ability to manage conflict and experience with conflict resolution.

- Strong problem‑solving, analytical and decision‑making skills.
- Excellent written communication, producing proposals, reports and correspondence.
- Deep knowledge of KSCS policies, programs, administration and operational procedures, INAC and Health Canada regulations.
- Understanding of KSCS issues, present and future needs.
- Proficiency in management tools, business planning, strategic planning, accounting and budgeting.
- Knowledge of government systems (local, regional, national‑aboriginal and mainstream) and funding sources.
- Experience in program development and planning.
- Computer skills in Word, Excel and keyboarding.
- Excellent knowledge of Kahnawà:ke, its culture, and the socio‑economic issues facing the community.
- Sensitivity and openness to traditional native concepts, and ability to adapt services accordingly.
- Valid driver’s licence and access to a vehicle for travel.
- Capability to work overtime, evenings, and weekends.
- Ability to handle high stress. Assets - Knowledge of Kanien’ké:ha and French. Performs any other job‑related duties as may be required by the immediate Supervisor.
