About the Project The Alexandra Bridge Replacement Project is one of Canada's most significant infrastructure initiatives, replacing the existing Alexandra Bridge that has connected Ottawa, Ontario, and Gatineau, Quebec for more than 120 years. As a vital interprovincial transportation corridor within the National Capital Region, the bridge serves thousands of pedestrians, cyclists, motorists, and transit users while forming an integral part of Confederation Boulevard.

Having reached the end of its service life, the existing bridge will be replaced with a modern, resilient crossing designed to meet the region's long-term transportation needs.

Bilingual Procurement

Manager to lead procurement activities for a major infrastructure project. Reporting to the Project Manager with functional alignment to the Regional Supply Chain Manager, you will be responsible for developing and executing procurement strategies that support project delivery from pre-construction through project closeout.



This role requires a strategic procurement professional with strong commercial acumen, leadership skills, and experience managing complex procurement activities in a construction or infrastructure environment.

You will work closely with project teams, suppliers, subcontractors, and key stakeholders to ensure materials, equipment, and services are delivered safely, on time, within budget, and in compliance with company policies. Develop and execute the project procurement strategy and purchasing plan from pre-bid through project completion. Lead sourcing activities, tendering, supplier evaluations, contract negotiations, and supplier selection.

Negotiate commercial terms and conditions with vendors, subcontractors, and professional service providers while minimizing project risk and maximizing value. Manage purchase orders, subcontract awards, expediting, supplier performance, and contract administration. Collaborate closely with Engineering, Construction, Project Controls, and Supply Chain teams to ensure procurement activities align with project schedules and operational requirements.

Monitor procurement budgets, forecasting, financial planning, reporting, and purchasing analytics. Identify, qualify, and develop relationships with suppliers and subcontractors to support project delivery. Ensure compliance with company procurement policies, procedures, and governance requirements.

Resolve commercial issues, supplier claims and contract-related matters in collaboration with project leadership. Maintain accurate procurement records and oversee procurement systems and reporting. Provide guidance and support to project teams on procurement processes and best practices.

Contribute to inventory optimization, site readiness and continuous improvement initiatives. Bachelor's degree in Supply Chain Management, Business Administration,



Engineering, Commerce, or a related field. SCMP (Supply Chain Management Professional) designation is considered a strong asset.

Minimum 7–10 years of procurement, purchasing, subcontract management, or supply chain experience within construction, infrastructure, or EPC projects.

Experience managing procurement for large-scale infrastructure or civil construction projects is highly preferred. Strong understanding of procurement processes, contract administration, supplier relationship management, and commercial negotiations.

Experience using SAP or other ERP procurement systems. Proficiency with Microsoft Office, particularly Excel, Word, and PowerPoint. Fluent in both English and French. Excellent negotiation and contract management skills.

The actual base salary will depend on several factors including experience, qualifications, internal equity, work location and market expectations. Annual performance-based bonus. Retirement savings program.
