About the Job

We are hiring a Quality Manager - Tracks to step into a new role for our team on the RSSOM project . This position reports to the Quality Control Manager

What You Will Be Doing

The Track Quality Manager will lead the quality management program for track construction, ensuring compliance with project requirements, client standards, and regulatory guidelines. This role provides leadership to quality coordinators, oversees QA/QC documentation, and serves as the primary interface with the client/CA on all quality-related matters.

- Develop, implement, and oversee the track quality management plan in alignment with project and client requirements.
- Supervise and mentor Quality Track Coordinators and ensure quality resources are properly allocated across project sites.
- Lead coordination of inspections and witness points, ensuring proper documentation and timely approvals.
- Review and approve Inspection & Test Plans (ITPs), quality checklists, and other QA/QC documents.
- Ensure effective tracking and closure of NCRs, deficiencies, and corrective/preventive actions.
- Manage quality documentation, including material certifications, inspection records, monthly quality reports, and turnover packages.
- Coordinate directly with client/CA representatives regarding inspections, audits, and quality performance reviews.
- Conduct quality audits and provide training to staff and subcontractors on quality procedures and standards.
- Support project scheduling and progress tracking by integrating quality milestones and inspection hold points.
- Oversee project close-out from a quality perspective, ensuring submission of complete and accurate as-builts, O&M; manuals, and turnover documentation.
- Preparation of quality regular reports and quality reports summaries for the Quality Control Manager and making any necessary recommendations for improvement.
- Assist the Quality Control Manager in the preparation of Inspection and Test Plans (ITP’s) for all the construction activities.




- Ensure that all quality records associated with the implementation of the quality management system and ITPs are kept organized and filed in the construction quality record management system.
- Ensure that an Inspection and Test Plan (ITP) has been developed prior to the start of any construction activity.
- Conduct quality inspections on incoming materials and construction activities( Track Works) as detailed in the relevant ITPs and ensure all completed work is in conformance with the project requirements.
- Track the status of all inspections and tests to inform the Quality Control Manager and ensure that all non-conforming product, activities, or procedures is recorded in a Non-conformance Report (NCR) and the NCR register.
- Initiate the NCR process when materials, work, or processes do not meet the requirements and specifications and inform the quality control manager or director immediately.
- Assist the Construction Quality Manager in the resolution of NCR’s in a timely manner and ensure that the corrective actions have been implemented effectively.
- Review as received all the materials testing reports by the external lab or subcontractors and major suppliers.
- Ensure that construction teams are using the latest revision of drawings in coordination with document control.
- Work with the CA construction compliance team to conduct joint inspections, communicate issues raised to the Quality Control Manager, and assist in the resolution of issues as they arise.
- Attend quality meetings with the owner and other members of the project team.
- Review draft NCRs created by QC coordinators
- Review punch list items created by QC coordinators.
- Review quality records with the respective coordinator and make sure records are complete and accurate.
- Initiate/coordinate/lead ITP close-out workflows and close out the ITP as work is completed.
- Review and follow up on NCR log with QC coordinators. And construction team members.
- Review and follow up on the Punchlist log with QC coordinators and construction team members

What We Are Looking For

- Bachelor’s degree in Civil Engineering, Construction Management, or related discipline.




- 5+ years of progressive experience in quality management for rail/transit or heavy civil infrastructure projects.
- Strong knowledge of track construction methods, transit standards, and QA/QC processes.
- Proven leadership and team management experience
- Ability to work effectively both independently and collaboratively
- Teamwork skills and strong ability to get information and interpret from very different sources.
- Ability to multi-task effectively
- Remain organized in a quick-paced environment
- Capability to coordinate multiple issues with competing priorities
- Excellent interpersonal and communication skills;
- Strong ability to work with field engineers within the organization.
- Effective communicator, orally and in writing
- Keen negotiator in matters related to Quality and can get your point across clearly and precisely

Compensation

Successful candidates chosen for this position can expect to earn between $80,000-$120,000. The exact salary you will earn within this range is dependent on the specific project to which you are assigned.
