RQ10425 - Sr. Project Manager/Leader
1-year + contract (312 business days) - 2 possible extensions
REMOTE 5 days a week - Office: College st. Toronto

Scope
- JTS requires a temporary dedicated Project Manager Senior. It is expected that the consultant resource will have the necessary Project Management skills and demonstrated experience to provide leadership in the creation of a comprehensive business case and application solution requiring possible integration of commercial off the shelf solutions, product(s), .NET modules and other custom build components.
Assignment Deliverables
- Integrated Project & Schedule Planning: Develop and maintain comprehensive project plans, detailed schedules, task breakdowns, dependencies, resource allocations, and cost estimates aligned with OPS methodologies.
- Project Reporting & Controls: Prepare regular status reports, track milestones, and document risks, issues, and mitigation strategies, including analysis of technical and business impacts.
- Team & Communication Management: Define team roles and responsibilities, facilitate meetings with stakeholders and vendors, and produce communication materials supporting decisions and project alignment.
- Knowledge & Interdependency Management: Maintain organized project documentation in shared repositories and monitor/report interdependencies across related projects and workstreams.

- Leading the project team to work effectively and efficiently toward project objectives in a complex and diverse setting with multiple stakeholders and changing priorities to ensure high quality deliverables
- Leading technical teams by reviewing their work and resolving day to day issues
- Developing, maintaining and effectively executing integrated project plans throughout project lifecycle in accordance with OPS project management methodologies
- Developing and managing the project schedule, decomposing the project scope into measurable tasks, with responsibilities, timelines, dependencies, and costs; Defining,
clarifying roles and responsibilities and setting deliverables/quality/ performance expectations for project resources; Resolving resourcing conflicts and negotiating changes to resourcing needs.
- Proactively planning and prioritizing tasks effectively to respond to numerous and diverse challenges and demands; Managing internal and external expectations in line with project critical success factors
- Communicating and controlling the scope, time and cost of the project; Ensuring issues are identified, tracked, reported and resolved in a timely manner; Identifying, analyzing, prioritizing, mitigating and communicating project risks throughout project lifecycle.
- Making recommendations based on the technical evaluation of risks and issues along with an understanding of the business implications.
- Ensuring documents are maintained in a shared repository and that knowledge is shared among team members.
- Assisting in the facilitation of team, vendor, and client meetings; Communicating effectively to identify needs and evaluate solutions to complex business and technical issues; Working collaboratively to resolve interdependencies between other projects/work streams
- Reporting on progress and providing timely status updates on assigned projects. Lead the development of a solution requirement specification for the options analysis component of the business case
- Assist in the detailed evaluation of build/procurement options for input into the business case; Review technical practicability of alternative solutions that are available and most cost effective
- Conduct, assess, evaluate and document stakeholder interests and business needs; Define business and/or functional requirements; Options Analysis; Costing analysis; Business Case
- Demonstrate alignment with the program area requirement and associated business and logical architectures; Provide architectural guidance, technical leadership and assistance
- Prepare project plans, charters, and other related project deliverables following the PMO methodologies in accordance with the JTS and Corporate PMO policies; Detailed Project Plan including planned activities, major milestones, deliverables and target completion dates as directed by Solutions Portfolio Manager; Other JTS PMO documentation, as required; Utilize PM Tools and repositories to manage and track required project artefacts
- Ensure alignment and adherence to Ministry of Government Services processes and standards; Lead the project through the Enterprise Architectural governance checkpoints at the cluster level and, where applicable, the corporate level
- The consultant resource will interface directly with the program area staff and management, is accountable for ensuring customer satisfaction, development concurrence, and addressing the status of concerns to the customer
- Experience in structured methodologies for the design, development, implementation and maintenance of applications; Leadership experience in one or more of the following areas: Multi-tiered application development; Selecting and establishing technical architectures; Design and development of large or medium corporate applications; Managing the implementation activities associated with large IT projects; Experience in the use of project management software; Excellent analytical, problem-solving and decision-making skills; Excellent verbal and written communication skills;
- Highly developed interpersonal and negotiation skills; A team player with a track record for meeting deadlines
MUST HAVES
1. Experience with implementing an Electronic Medical Record (EMR)
2. Experience in health care, preferably a correctional health care setting
3. Experience working on digital health-related projects
