Business Consultant

Location: Ottawa, ON. On-site.

Compensation: Expected hourly rate of $50.00 - $75.00 per hour, based on qualifications, experience, and final contract pricing.

Scope of Work / Tasks

Join a high-profile client supporting strategic planning and modernization initiatives that will shape the future delivery of critical operational services. The successful consultant will provide senior-level business consulting and strategic advisory services to support long-term planning, implementation, and organizational transformation.

- Lead the implementation of strategic campaign plan objectives.
- Support strategic and operational planning initiatives.
- Conduct needs assessments, feasibility studies, and concept development activities.
- Develop business strategies, implementation plans, and operational recommendations.
- Provide business consulting and capability development advice to senior leadership.
- Prepare briefing notes, reports, presentations, and strategic assessments.
- Review and analyze strategic documentation to support organizational priorities.
- Collaborate with internal and external stakeholders to advance strategic initiatives.
- Support modernization, transformation, and capability development activities.
- Participate in governance meetings, planning sessions, and working groups.
- Provide ongoing recommendations and monthly progress updates throughout the engagement.

Mandatory Qualifications

M1

The proposed resource must demonstrate the ability to communicate effectively in English, both orally and in writing, with minimal errors and without assistance.



Candidates must also demonstrate the ability to prepare skilled documentation and clearly communicate complex concepts.

M2

The proposed resource must possess a post-secondary diploma, degree, or higher qualification from a recognized Canadian institution (or an equivalent accredited international credential).

M3

The proposed resource must possess a valid Government of Canada Reliability Security Clearance.

M4

The proposed resource must demonstrate a minimum of ten (10) years of cumulative experience in one or more of the following:
- Strategic planning
- Operational planning
- Project management for major capital investments
- Strategic assessments
- Operational assessments

M5

The proposed resource must demonstrate a minimum of one (1) year of experience within the past ten (10) years supporting strategic or operational initiatives in a defence, public safety, healthcare, transportation, border security, or other complex public sector environment.

M6

The proposed resource must demonstrate a minimum of one (1) year of experience within the last five (5) years using Microsoft 365 applications, including:
- Microsoft Word
- Microsoft Excel
- Microsoft PowerPoint
- Microsoft SharePoint
- Microsoft Teams
