The Senior Manager, Third Party Risk Management (TPRM), Third Party Lifecycle Oversight, will play a key leadership role, at every stage of the third‑party lifecycle, in strengthening second‑line oversight of risk across TD. This role will help lead assurance and challenge functions including the identification, assessment, escalation, and reporting of risk attributed to both pre‑contract and contracted third‑party relationships. The successful candidate will work closely with Legal, Procurement, Business, Risk, Compliance, Technology, and control partners to support consistent monitoring of risk management activities, alignment with TD’s risk appetite, adherence to regulatory expectations and enterprise TPRM Policy and Standards.
Key Accountabilities
- Provide independent oversight and effective challenge of pre‑contract and post‑contract third‑party risk management activities to ensure alignment with enterprise policies, standards, and regulatory expectations.
- Oversee the review and approval of third‑party renewal engagements with changing risk profiles, ensuring appropriate risk assessments and mitigation strategies are applied.
- Manage and continuously enhance the Third‑Party Risk Assessment (TPRA) methodology, including assessment frameworks, risk rating models, procedures,
and governance requirements.
- Review and approve contract deviations from established Third‑Party Risk Management standards, providing risk‑based recommendations and escalation where required.
- Review and approve subcontractor control assessments, ensuring risks arising from fourth‑party relationships are appropriately identified, assessed, and managed.
- Provide oversight and challenge of ongoing third‑party monitoring activities, ensuring emerging risks, performance concerns, and control deficiencies are identified and addressed in a timely manner.
- Prepare and present third‑party risk insights, trends, and key risk indicators to senior management and governance committees, facilitating informed risk‑based decision‑making.
- Partner with business, procurement, legal, compliance, operational risk, and other stakeholders to strengthen third‑party risk practices across the enterprise.
- Drive continuous improvement of third‑party lifecycle oversight processes, tools, and controls to enhance risk management effectiveness and regulatory compliance.
- Ensure third‑party risk and resilience programs, policies, and practices are well managed, meet business needs, comply with internal and external requirements, and align with business priorities.
- Consistently exercise discretion in managing correspondence, information, and all matters of confidentiality; escalating issues where appropriate.
- Ensure applicable internal and external requirements are followed within the team (e.g., financial controls, segregation of duties, transaction approvals, and physical control of assets).
- Participate in cross‑functional enterprise initiatives as a third‑party risk and resilience subject matter expert, helping to identify risk and provide guidance for complex situations.
- Conduct internal and external research; support the development/delivery of presentations and communications to management or broader audiences.
- Conduct meaningful analysis at the functional or enterprise level using results to draw conclusions, make recommendations, and assess the effectiveness of programs, policies, and practices.
- Monitor service, productivity, and assess efficiency levels within own team and implement continuous improvements where opportunities exist.
- Lead, facilitate, and implement actions and remediation plans to address performance, risk, or governance issues.
- Actively manage relationships within and across various business lines, corporate, and functions, ensuring alignment with enterprise and regulatory requirements.
- Keep abreast of emerging issues, trends, and evolving regulatory requirements and assess potential impacts.
- Maintain a culture of risk management and control, supported by effective processes in alignment with risk appetite.
- Enable employee and team engagement; actively lead a team of risk professionals, participate as a member of the TPRM leadership team, and support a positive work setting that promotes quality, innovation, and teamwork.
- Lead, motivate, and develop relationships with internal and external partners and stakeholders to develop collaborative, productive working relationships.
Experience & Education
- Undergraduate degree required (business, engineering, technology, mathematics, or economics focused preferred).
- Graduate degree (e.g., MBA, MaSc.) beneficial.
- 10+ years of relevant experience, including demonstrated experience in second line of defence function with accountability for oversight of a business/key non‑financial risk domain.
- Strong acumen in third‑party risk (including knowledge of contracts, vendor management, procurement, and associated processes) and third‑party operational resilience.
- Ability to drive the team’s work portfolio independently, with awareness of when to escalate.
