Systems Testing / QA Specialist
Position Overview The Government of Ontario, through the passage of Bill 5 — Protect Ontario by Unleashing Our Economy Act 2025 — has prioritized modernization and efficiency across its systems.
This role of Systems Testing/QA Specialist is central to ensuring that technology solutions deployed under Bill 5 and other OPS initiatives meet the highest standards of reliability, compliance, and accessibility.
The resource may be partially assigned to Bill 5–related projects or initiatives on an as-needed basis, requiring adaptability and a strong grasp of both technical and regulatory frameworks.
This position is designated as Onsite . The successful candidate is expected to work 7.25 hours per calendar day between the standard working hours of 8:00 AM to 5:00 PM (excluding lunch breaks), Monday to Friday, at the identified OPS office location.
Key Responsibilities
- Testing Strategy Development: Provide expert advice on testing strategies, test plans, tool selection, and resource allocation.
- Test Planning & Execution: Organize and execute testing efforts for large-scale systems in both GUI and non-GUI environments, including integration, regression, stress, and user acceptance testing.
- Quality Assurance Leadership: Develop test plans, scripts, and cases; execute them against system components; collaborate with IT leads and project teams during analysis, design, and implementation.
- Defect Management: Identify, document, and track software defects using ALM, JIRA, Bugzilla, and Azure DevOps; work closely with developers to reproduce and resolve issues.
- Automation Frameworks: Develop and maintain automated test scripts using Micro Focus, OpenText™ UFT, Selenium, TestComplete, or Postman; integrate automated tests into CI/CD pipelines.
- Performance & Load Testing: Conduct performance, stress,
and load testing to ensure scalability and reliability under expected traffic and data volumes.
- Accessibility Compliance: Apply knowledge of the Accessibility for Ontarians with Disabilities Act (AODA) and related standards to validate system accessibility.
- Agile Collaboration: Participate in Agile ceremonies such as sprint planning, daily stand-ups, and retrospectives; collaborate with developers, analysts, and project managers to clarify requirements.
- Documentation & Reporting: Maintain detailed documentation of test results, coverage, and quality metrics; contribute to user manuals and release notes.
- Compliance Assurance: Ensure testing processes align with industry standards, OPS policies, and regulatory requirements.
General Skills
- Structured Methodologies: Knowledge of SDLC phases, structured design, and application maintenance.
- CASE Tools: Experience with Computer Aided Software Engineering tools and query tools for test case development.
- Automation Tools: Proficiency in Selenium, Cypress, Postman, and version control systems.
- Testing Expertise: Execution of functional, non-functional, and integration tests; support for UAT activities.
- Analytical Skills: Robust problem-solving, decision-making, and organizational abilities.
- Collaboration: Effective communication and interpersonal skills; proven track record of meeting deadlines.
- Backend Testing: Ability to write queries for data validation and perform backend testing.
- Security Testing: Conduct basic security testing and collaborate with specialists for penetration testing.
- Performance Analysis:
Experience with JMeter or LoadRunner to identify bottlenecks and scalability issues.
Desirable Skills
- Programming Knowledge: Familiarity with at least one programming language (Java, Python, JavaScript, Perl).
- Information Management: Understanding of IM concepts, policies, and practices.
- Object-Oriented Testing: Knowledge of testing methods in OO environments.
- COTS Testing: Experience testing Commercial Off-the-Shelf applications.
Evaluation Criteria
- Manual Testing (60%)
- 5+ years developing test cases/scripts and data requirements.
- Traceability matrix creation to ensure business requirements are met.
- Testing non-functional requirements (fail-over, response times, data integrity, security).
- Execution of integration, regression, functional, accessibility, and non-functional testing.
- Automation Testing (20%)
- 2+ years developing and testing applications using automation.
- Knowledge of Katalon, Selenium, Appium.
- API testing with Postman, SoapUI.
- Familiarity with RESTful and SOAP services.
- Strong programming/scripting skills.
- Soft Skills (15%)
- Agile methodology experience.
- Analytical and problem-solving skills.
- Effective communication and reporting.
- UAT support and sprint review participation.
- Public Sector Experience (5%)
- Testing enterprise-level systems with OPS QA standards.
- Prior government/public sector experience.
- Knowledge of OPS policies and AODA compliance.
Must-Have Skills
- 5+ years manual testing experience with test case/script development.
- 2+ years automation testing experience with Selenium/Appium.
- Strong analytical, problem-solving, and decision-making skills.
- Agile methodology experience.
- OPS/public sector QA process exposure.
- Prior government/public sector work experience.
- Work Arrangement: Candidate required onsite, 5 days per week.
