North Grenville is a growing municipality located in eastern Ontario housing a unique blend of small town and rural culture. Comprised of an urban centre (Kemptville) and surrounded by several charming rural hamlets, North Grenville is situated between Canada’s National Capital - Ottawa and the St. Lawrence River, only a 30-minute drive along the Veterans Memorial Highway (416), to either destination.
Perform all statutory duties of the Chief Building Official in the absence of the Chief Building Official and enforce relevant Provincial statutes and regulations and Municipal By-Laws, including issuance of permits, orders, conducting tests and inspections and gain code compliance
Enforce the Building Code Act, Municipal Zoning By-laws, Fire Code, etc., issue and revoke all Orders, notices and certificates as required by legislation
Conduct all required tests and inspections for Permits issued; conduct on-site inspections at all stages of construction and issues Building Permits, Occupancy Permits, Demolition Permits, Wood Stove Permits, Pool Permits and Plumbing Permits
Examine all accompanying information with permit applications to determine compliance with Ontario Building Code, Municipal Zoning By-laws, Environment Protection Act (Septic System Permits), Ontario New Home Warranty Plan Act and all other applicable laws
Assist in the oversight of the maintenance of office files and computer records of all permits and inspections
Assess fees, and charges for building permits and other development related matters
Communicate directly with members of the public, architects, engineers and trades persons regarding inspections and compliance issues
Oversee the compliance and maintenance of monthly and annual statistical information on building permits, housing starts, etc., for purposes of Council, Statistics Canada, Ontario Recent Home Warranty Program, Canada Mortgage and Housing Corporation, etc.
Be available to assist in the prosecution of offences relating to the area of responsibility

Education/Specialized Training/Skills: Required Qualifications: Education: MMAH Building Code Qualifications including: Powers and Duties of a Chief Building Official
Large Buildings
Complex Buildings
Plumbing - All Buildings
Additional Building Code qualifications appropriate to assigned responsibilities

College Diploma in Civil Engineering Technology, Architectural Technology, Construction Engineering Technology, or an equivalent combination of education and experience
Certified Architectural Technologist (CAT), Certified Engineering Technologist (CET), or equivalent
Memberships
Membership in good standing with the Ontario Building Officials Association (OBOA).
Experience
Minimum three (3) years of progressively responsible municipal experience involving the review and inspection of Part 9 and Part 3 buildings under the Ontario Building Code.
Demonstrated experience administering and interpreting the Building Code Act, Planning Act, Municipal Act, Provincial Offences Act, Fire Protection and Prevention Act, and other applicable legislation.
Working knowledge of municipal land use planning legislation and development approval processes.
Thorough knowledge of building construction methods, Building Code interpretation, plans examination, and inspection practices.
Strong customer service, interpersonal, communication, negotiation, and conflict resolution skills.
Excellent written and verbal communication skills.
Strong organizational and time management skills with the ability to manage multiple priorities and legislated timelines.
Demonstrated analytical, problem-solving, and sound decision-making abilities.
Proficiency with Microsoft Office applications, permit management software, GIS, and database management systems.




Ability to work independently while exercising sound professional judgement.
Demonstrated ability to establish effective working relationships with staff, contractors, consultants, developers, regulatory agencies, and the public.
Leadership, mentoring, and coaching skills to support Building Division staff.
Additional Requirements
Valid Ontario Class "G" Driver's Licence with a satisfactory driver's abstract.
Valid and satisfactory Police Records Check.
P referred Qualifications
Certification as a Property Standards Officer (CPSO).
Certification with the Ontario Plumbing Officials Association.
Training in leadership, conflict resolution, supervision, or municipal administration.
Working Conditions:
Office environment for the conduct of administrative duties.
Travel to construction sites for inspections as required.
Exposure to elements such as inclement weather (extreme heat or cold), noise and hazardous conditions on active construction sites.
Ability to lift and move objects of under 50 pounds.
Attend meetings, and training as required.
Some travel involved outside of the Municipality for meetings, conferences and training as required.
Compensation:
The salary range for this position is $41.97/hr. - $52.46/hr.
