Procurement Services Section is expanding and looking for qualified Procurement Coordinators.
Bring your procurement and contract management knowledge to the Ministry of the Solicitor General, Ontario Provincial Police, in the Business Management Bureau where you will have a chance to showcase your expertise!
Note: The successful candidate will be expected to work out of 777 Memorial Avenue, Orillia five (5) days a week.
The results of this competition will be used to fill future permanent and temporary opportunities with qualified eligible candidates during the next twelve (12) months following the competition closing.

The Procurement Services Section provides centralized procurement services to procure goods and services for the OPP in accordance with applicable procurement principles, directives and best practices.

About the job
Provide guidance and advice on corporate procurement policies, procedures, and supply options to internal OPP clients.
Provide advice and guidance on the procurement process, including selection of vendors and contractors, and developing RFx's and contracts.
Coordinate the procurement of goods and services for internal clients.
Support business cases, and Request for Bids, Proposals, Qualifications, Information (RFx) development, vendor selection, and establishment of contracts.
Collaborate with ministry resource staff, including legal counsel, finance, and audit teams, to support procurement initiatives.
What you bring to the team
Mandatory requirements
Ability to pass an OPP background/ security investigation.
Procurement Knowledge
Knowledge of supply and contract management principles and practices; procurement policies, directives, guidelines and procedures; and relevant vendors of records, to provide advice and interpretation to client managers and staff on the procurement process, including supply options, and development of RFx documents and resulting contracts.
Ability to exercise planning and organizational methods,
processes and techniques to coordinate contract management and procurement assignments; and to track and report on contracts.
Ability to advise clients on risks of business decisions related to procurement, and on the implications of the terms and conditions of contracts
Analytical and Problem‑Solving Skills
Ability to apply analytical methods and techniques to assess client requirements; to conduct research and analysis.
Ability to assess client requirements for the development of procurement documents and contracts.
Ability to review contract administrative procedures, guidelines, tools and systems related to the management, monitoring and control of contracts for relevance and appropriateness, and recommend revisions to management.
Ability to provide input regarding contract content and ensures the inclusion and accuracy of all pertinent terms and conditions as well as compliance with legal requirements and adherence to relevant OPS/Ministry and OPP policies, processes and standards.
Ability to make decisions regarding planning and prioritization of workload.
Relationship Management
Ability to assess client needs and determine appropriate composition of business cases and RFxs and review draft documents to ensure compliance with procurement policies, directives, guidelines and standards.
Ability to work effectively in a team workplace and to use diplomacy, tact when resolving conflicts.
Ability to liaise with Legal Services for the review of procurement documents, collaboration for negotiations with vendors, and legal recommendations as required.
Ability to manage multiple concurrent projects, tasks and responsibilities, and to deal with changing priorities.
Ability to collaborate with procurement staff and relevant stakeholders to communicate timelines and action items related to procurement.
Communication Skills
Oral and interpersonal skills to provide advice and information to client managers and staff, respond to their questions, and promote a fair and transparent procurement process; to update management on the status of procurement projects; to convey requirements to vendors; and to participate on committees and project teams.
Written communication skills to prepare draft procurement documents, contracts, reports, correspondence and other procurement‑related documents.
Ability to demonstrate proficiency with computer software, including word processing and spreadsheet applications, databases, and specialized financial and administrative systems, to prepare and edit documents; to access, manipulate and analyze data/information; and to perform tracking and monitoring.
