PavCo is the owner and operator of two of Canada’s premier venues for events, BC Place Stadium and the Vancouver Convention Centre.

PavCo is hiring a Procurement Specialist to join our team.

We are looking for a professional with a strong public sector background and a deep understanding of RFPs and RFx processes. Your exceptional contract and proposal writing skills will be invaluable in delivering results.

Reporting to the Senior Manager, Procurement, the Specialist is responsible for coordinating with internal departments, interacting with suppliers, preparing procurement documentation, and ensuring compliance

WHAT YOU WILL DO:

Deliver construction capital project and operational procurement services, including direct involvement in complex, high‑risk, and high‑value procurements.

Manage the end-to-end competitive bid process for goods, construction and services-related procurement.

Provide procurement advice and guidance to business units and staff including procurement solutions, contracting strategies and the interpretation of related policies and procedures.

Work directly with business units to develop scopes of work, draft RFx documents, manage bid processes, conduct supplier evaluations, and prepare award documentation.

Conduct supplier negotiations, with appropriate oversight, to achieve best value for PavCo.

Conduct market research and source multiple market proposals.

Remain current with PavCo policies, guidelines,



procedures, and applicable legislation to support compliant and low‑risk procurement outcomes.

Work collaboratively with internal stakeholders, including IT, Legal, Facilities, Events and Finance, to support procurement activities and business requirements.

Liaise with suppliers/contractors to keep current with market conditions, and service/supply performance, convey information regarding purchasing and contracting policies and processes.

Communicate procurement policies, processes, and requirements clearly to internal and external stakeholders.

Prepare and maintain accurate and complete procurement records, including solicitations, evaluations, contracts, purchases, and correspondence.

Deliver a high standard of service to client departments while adhering to procurement policies, government standards, contractual practices, and ethical requirements.

WHAT YOU WILL BRING:

University or post-secondary education in a relevant field, preferably in Business Administration.

Supply Chain Management Qualified (SCMP) designation, or equivalent combination of training and experience.

Experience in managing complex procurement, including experience in managing competitive bids for construction and services-related procurement.





Understanding and experience with BC Bid process.

Demonstrated proficiency in analytical and negotiation skills.

Experience leading stakeholders through the procurement process from sourcing to contract execution.

Strong attention to detail and documentation.

Demonstrate initiative, accountability and diligence in follow-through.

Collaborative, team friendly approach.

The salary range for this position is $68,000 - $85,000

Offers will be in line with PavCo’s internal pay equity and qualified candidate’s experience and education.

Salary discussion and overall compensation package will be presented during initial phone interviews.
