North Grenville is a growing municipality located in eastern Ontario housing a unique blend of small town and rural culture. Comprised of an urban centre (Kemptville) and surrounded by several charming rural hamlets, North Grenville is situated between Canada’s National Capital - Ottawa and the St. Lawrence River, only a 30-minute drive along the Veterans Memorial Highway (416), to either destination.
Responsibilities Duties and Responsibilities Development Review & Engineering Approvals Technical review of all development proposals, including severances, Official Plan amendments, zoning by-law amendments, site plans, and subdivisions, as well as technical documents in support of such proposals.
Ensure compliance in all developments with technical designs, as well as approved engineering standards and legislative requirements.
Perform site inspections for preliminary and final approvals for municipal infrastructure works.
Provide recommendations for preliminary and final subdivision and site plan approvals on municipal infrastructure.
Engineering Standards, Asset Management & Technical Services Assist in the development of technical and engineering policies, procedures and guidelines in accordance with applicable legislation and standards.
Perform review of in-house technical evaluations and make recommendations to improve assets.
Research and analyze municipal infrastructure (existing and new) and new technologies as required.
Maintain necessary records, including mapping and drawings of all relevant works and projects.
Capital Projects, Procurement & Consultant Management Prepare tenders and requests for quotes/proposals for infrastructure works and relevant professional services and reviews such submissions.
Manage consultants and independent contractors for construction, service contracts, engineering studies and environmental assessments related to roads, bridges, water, wastewater, storm water and drainage projects.
Conduct Municipal Class Environmental Assessments as required.




Stakeholder Relations & Regulatory Coordination Liaise with local, provincial & federal governmental agencies/ organizations as required.
Participate in committee, departmental, inter-departmental and technical steering committee meetings as required.
Education/Specialized Training/Skills: Required Qualifications Education University degree in Civil Engineering/Environmental Engineering or post-secondary school diploma in Civil Engineering Technology
Experience Minimum of three (3) years of experience, preferably in a municipal setting in roads, bridges and municipal water and sewer systems
Experience in land development review (not required, but considered an asset)
Demonstrated experience in staff supervision, training, evaluation and staff deployment combined with day-to-day operations in collaboration with the Manager
Skills & Competencies Demonstrated contract management skills
Eligible for professional certification (P. Eng. or C.E.T)
Knowledge of water, wastewater treatment and systems, storm water systems, collection and distribution systems
Demonstrated experience in staff supervision, training, evaluation and staff deployment combined with human relations abilities such as listening, assessing and team building required
Computer literacy in a Microsoft environment and demonstrated experience with database management, AutoCAD, GIS and other relevant software programs
Superior customer service, interpersonal and conflict resolution skills combined with excellent written and oral communication skills
Demonstrated experience in financial management including preparing, implementing and monitoring budget plans and procurement processes




Proven project management skills
Exceptional organizational and time management skills and the ability to balance diverse, changing and conflicting priorities
Demonstrated ability to work independently
Strong team and leadership abilities
Additional Requirements Valid and unrestricted Class “G” driver’s license with access to reliable transportation and be able to travel to various work locations across the municipality.
Valid and satisfactory Police Records Check
Working Conditions Based on a 35-hour work week. Regular office hours are Monday to Friday 8:30am to 4:30pm.
Office workplace, ability to sit or stand, often in front of a computer monitor, for long periods of time, plus travel to other locations for inspections
Exposure to elements such as inclement weather (heat & cold), chemicals, dust, garbage, waste site environment and noise
Exposure to construction sites
Ability to lift and move objects of up to 50 pounds
Attend meetings, and training as required
Some travel involved outside of the Municipality for meetings, conferences and training as required
Compensation The salary range for this position is $44.61/hr. - $55.77/hr.
