As a Project Manager you will lead complex large-scale, cross functional initiatives that strengthen operational performance, regulatory compliance, governance alignment, and infrastructure readiness across Fleet & Inventory and related business units. In this role you will translate operational risks, complex operational, legislative requirements, and corporate polity obligations into structured strategies, implementation roadmaps, and evidence-based recommendations that support leadership and Director level decision-making affecting service delivery and asset readiness across municipal operations. Primary duties include:

- Lead the planning, structuring and delivery of cross-business-unit strategic and operational improvement initiatives aligned with organizational priorities, regulatory requirements and service delivery objectives.




- Provide leadership across operational improvement and compliance initiatives by coordinating employees assigned to projects, defining participation expectations, and supporting alignment of implementation activities.
- Prepare executive-level reports, project deliverables, and implementation-ready recommendations by synthesizing cross-site findings, operational risks, workforce considerations, and improvement opportunities to support leadership decision-making and organizational priorities.
- Develop governance structure, risk assessment methodologies, and performance monitoring tools while collaborating with operational leaders, technical specialists, Human Resources, and unionized groups to support compliance, validate findings, and ensure implementation readiness across initiatives.
- Assess operational conditions, compliance performance, workforce impacts, and infrastructure readiness across multiple sites to identify risks, gaps, and improvement opportunities, and provide strategic analysis and recommendations that support operational performance, compliance, and service delivery objectives.

Qualifications

- A degree in Business Administration, Economics, Public Administration, or a related field and at least 5 years of related experience; OR
- A master's degree in business administration, Economics, Public Administration, or a related field and at least 3 years of related experience.
- A Project Management Professional (PMP),



Scaled Agile (SAFe), Certified Business Analysis Professional (CBAP) and Change Management (Prosci) designations are considered an asset.
- Proven significant experience managing multiple highly complex and large-scale projects, which span multiple functions and business groups, and have dependencies with multiple inter-related projects.
- Success in this position requires you to demonstrate robust facilitation, prioritization, planning and organizing skills in order to meet challenging deadlines.
- You will have excellent communication skills to prepare and present to a variety of audiences; well-developed consulting, consensus building and facilitation skills, business analysis/project management expertise.
- Strong analytical and problem-solving skills, with a flexible approach and an ability to lead concurrent teams with multiple participants, including Directors.

- This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

Position and Pay Information

- Union: CUPE Local 38
- Position Type: 1 Temporary (up to 23 months)
- Compensation: Pay Grade 12 $48.54 - 64.88 per hour
- Hours of work: Standard 35 hour work week.
- Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
