Location: Flexible within British Columbia (Hybrid - 2-3 days per week in office - after passing a 6-month probation)

About the Role:

Reporting to the Manager, Home Share, this position provides leadership, coordination, and strategic oversight for initiatives that strengthen safety, quality, accountability, and system learning within the Home Sharing program. The role ensures initiatives are well designed, aligned with organizational priorities, evidence informed, and grounded in regional, operational, and practice realities.

The Lead works collaboratively across CLBC and with selected external partners to plan, sequence, monitor, and align multiple concurrent initiatives, translating learning into clear direction, practical guidance, and sustained improvement.

Key responsibilities:

- Leads the planning, coordination, and delivery of strategic initiatives that strengthen safety, quality, oversight, and system improvement within the Home Sharing program.
- Supports the implementation of strategic priorities arising from audits, reviews, recommendations, and emerging sector or regulatory expectations.
- Develops initiative scopes, frameworks, timelines,



deliverables, and governance approaches for complex, multistream bodies of work.
- Tracks progress across multiple concurrent initiatives, identifying risks, issues, and dependencies and recommending mitigation strategies.
- Oversees the development and use of indicators, performance measures, and monitoring approaches to assess initiative outcomes and system impact.
- Identifies emerging system risks, gaps, and promising practices affecting Home Sharing and provides strategic advice to inform priorities.
- Synthesizes qualitative and quantitative information from multiple sources into clear analysis, options, and recommendations.
- Prepares briefing materials, decision support products, and updates for senior leadership and governance forums.
- Communicates initiative intent, progress, findings, and implications through presentations and written materials.
- Works collaboratively across CLBC to ensure initiatives reflect regional and operational realities without duplicating operational or practice-support functions.
- Promotes alignment, shared ownership, and coordinated action across related initiatives and priorities.
- Supports the development of frameworks, guidance, and tools that promote consistent, personcentered, and riskinformed practice across regions.
- Applies evidenceinformed approaches, including Indigenous ways of knowing, in initiative design, delivery, and evaluation.

What you will bring:

- Diploma or bachelor's degree in in a relevant field such as social services, public health, public administration, policy, or human services.
- Minimum of 4 years' direct experience in strategic initiatives or project management role(s) within a human services field.
- Direct experience coordinating complex projects or initiatives involving multiple internal and external interest holders, with demonstrated accountability for planning, alignment, and delivery.




- Experience in a public sector or community living organization is an asset.
- Post-graduate study in an applied or analytical field is an asset.

We are also looking for:

- In-depth knowledge of community living principles, person-centered practice, supported decision making, and quality improvement.
- Knowledge of policy and program development processes within public or social service systems.
- Proven ability to establish and maintain effective and collaborative working relationships with people at every level of the organization and key people both internal and external to CLBC (or a similar public or social sector organization).
- Ability to lead through influence rather than authority, fostering shared ownership of outcomes across organizational and sector boundaries.
- Excellent communication and relationship building skills, both verbally and in writing, including briefing senior leadership.
- Strong organizational skills and the ability to handle working in a agile environment, adapting to changing priorities and deadlines, emerging issues, and competing demands.
