Millbrook currently invests $1.2 million annually into trust funds for members under the age of 19.

To build on this momentum, Millbrook First Nation is seeking a dynamic, relationship-oriented Chief Financial Officer (CFO) with strong financial stewardship abilities and a successful financial history. The CFO will join an organization focused on necessary system changes that enhance economic and social growth. The CFO will bring cultural sensitivity and awareness of First Nations communities, including the Indian Act, Indigenous Services Canada policies and programs, the First Nations Fiscal Management Act, and current social and economic challenges.

Providing sound management of Millbrook’s finances and operations, this position will help shape strategic direction and support Senior Management, Finance staff, Chief and Council in realizing the community’s long-term vision.

How You Would Contribute As Chief

Financial Officer, you will lead the organization’s financial strategy and operations, ensuring fiscal sustainability, sound governance, and informed decision-making. Leadership

Provides strategic, financial, technical, and policy support to the First Nation Executive Director, Chief and Council, Finance Department, and Audit team.

Supports management with budgeting, forecasting, financial reporting, and monitoring of financial activities.

Leads the Finance Department, including training, mentoring, performance evaluations, and employee development.

Ensures Finance employees have the skills, tools, and knowledge to succeed.

Plans and coordinates short-, medium-, and long-term financial plans, statements, and audits, maintaining accountability for organizational finances.

Maintains Management Information Systems and ensures financial systems, policies, procedures, and internal controls are appropriately designed and effective.

Provides recommendations on revenue management, investments, risk, and financial information systems.

Financial

Management

Provides full controllership functions to ensure finances are properly recorded and managed in accordance with legislation, policies, accepted accounting principles, and organizational practices.

Oversees accounting, internal controls, risk management, and asset management systems.

Leads overall financial management, including Accounts Payable, Accounts Receivable, bank reconciliations, payroll, and the Chart of Accounts.

Conducts financial analysis and forecasting and prepares monthly, quarterly, and other financial statements and reports.

Develops purchasing practices and monitors procurement systems.

Provides guidance on contracts, tendering, and RFPs in relation to the FAL.

Manages ISC and other reporting systems, including Year-End Management Reports, DCI Reports, employee benefits, OSFI, Pension, and CMHC.

Establishes effective cash flow controls and manages treasury, banking services, debt, and debenture requirements.

Monitors spending and recommends corrective action when required.





Manages investments and reserve funds.

Oversees payroll systems and processes to ensure compliance with payroll, pension, and benefits legislation.

Manages pension and benefits programs, including analysis and costing to ensure best value.

Provides advice on human resources planning and management.

Establishes a system to track receipt and disposal of fixed assets.

Leads strategic financial planning, including annual budgets, 5-Year Financial Plans, Long-Term Capital Plans, and Investment Plans.

Evaluates financial reporting systems, accounting procedures, and investment activities.

Monitors compliance with contracts, funding, expenditures, and Indigenous and non-Indigenous funding requirements. Prepares leases and property tax as they relate to First Nation land.

Financial

Audits & Law

Develops and implements financial policies, systems, and procedures that meet organizational needs and administrative law requirements.

Oversees annual financial audits and ensures completion according to established standards and timelines.

Ensures annual audits and Annual Reports/Audited Statements are interpreted, presented, and distributed to Membership.

Prepares year-end closing and reconciling adjustments as required under GAAP.

Manages all information required for financial audits and presents Annual Reports/Audited Statements to Membership and Chief and Council.

Provides support and management services to the Finance and Audit Committee (FAC), including quarterly financial statements.

Leads financial administrative law requirements, including tangible capital asset schedules and five-, ten-, and 30-year forecasts for rehabilitation or replacement of First Nation assets.

Strategic

Planning, Policy & Process

Establishes internal controls to ensure compliance with financial and human resources legislation, policies, and procedures.

Attends required Council meetings and provides strategic financial advice and recommendations.

Develops financial processes and policies in accordance with the FAL, Council and First Nation Administrator guiding principles, and GAAP.

Develops policies and provides documentation and financial information required by the Finance and Audit Committee and Council.

Develops long- and short-term strategic plans, objectives, resources, and system requirements related to finance and accounting.

Ensures financial reporting is delivered on schedule and provides special reports as required.

Oversees funding and appropriate disbursement of funds across departments and divisions.

Oversees payroll and pension and benefits compliance and works with Human Resources on program analysis and costing.

What Would Help You Succeed

Education & Experience

Professional Accounting Designation – CA, CPA, CMA. Years of relevant experience may be considered.

Bachelor’s degree in Commerce, Business Administration, or equivalent training.





Minimum ten years of experience in financial management and accounting.

Knowledge and experience using Sage Intacct.

Knowledge of, and experience with, First Nations and Mi’kmaq communities, current social and political affairs, and community needs.

Experience leading multidisciplinary teams.

Financial experience within a First Nation community and/or government is an asset.

Experience overseeing Information Technology is an asset. Knowledge & Skills

The Package Salary: $140,000 - $150,000 annually

Position Type: Permanent, full-time

Location: On-site at Millbrook Band Office, 820 Willow St, Truro, NS B2N 6N7

Schedule: Monday to Friday, 37.5-hour compressed work week. Some evenings and weekend availability will be required from time to time.
