THE OPPORTUNITY
This position is responsible for leadership, planning and supervision of the daily operation of both the long-range and current planning function. This includes intermunicipal planning, policies development, and large projects, while supporting Long Range Planners, Development Planners, and the Planning Technician. This position reports to the Director of Planning and Development.
This is a full-time, permanent position.
Salary: $118,736.80 - $141,122.80 annually
RESPONSIBILITIES
Plan and Policy Development
- Oversee the City’s long-range land use planning including statutory plan and policy development related to development and growth of the city in accordance with legislative requirements and City bylaws.
- Oversee development, updates and monitoring of Municipal Development Plan and higher order plans.
- Oversee the development, update and regular review of planning and development policies and bylaws.
- Oversee the preparation and presentation of Requests for Decision (RFD) and other reports to Corporate Leadership Team, Council and Governance and Policy Committee, and other groups as required.
- Identify and remain current with new trends, upcoming topics and initiatives in planning and development.
- Oversee or undertake future projections or research papers on upcoming trends, topics and initiatives in anticipation of new or updated planning and development processes and policies.
- Oversee and conduct research and prepare statistical reports on land use, physical, social and economic issues.
- Understand and interpret Provincial legislation such as the Municipal Government Act, statutory plans, and relevant City plans and policies.
- Analyze the impact of new and changing plans on the community and region.
- Oversee school site identification and allocation, and related expectations of Joint Use and Planning Agreement between the City and the local School Divisions.
Project Management
- Use consistent project management approaches to oversee a variety of projects related to long-range planning and development for the City for both planned and emergent projects.
- Prepare and undertake project scoping and budgeting, Requests for Proposal, Consultant oversight and manage project budgets.
- Manage and prioritize a variety of identified and emergent projects, identifying expected outcomes, needed resources and providing timely outcomes.
Intermunicipal and Regional Planning
- Oversee inter-municipal planning projects including inter-municipal referrals, future growth studies, and annexations.
- Represent the City at Edmonton Metropolitan Region Board working committees on land use or related matters.
- Oversee and provide briefings and advice on intermunicipal, regional or Edmonton Metropolitan Region Board land use matters.
- Development Planning.
- Oversee the review and processing of statutory bylaw amendments, Land Use Bylaw amendments and redistricting.
- Oversee road closures and reserve removals.
- Develop and implement administrative processes and communications that ensure delivery of customer service excellence as it relates to development planning inquiries and applications.
Supervisory Management
- Prepare and conduct employee discussions and performance reviews on a regular basis.
- Provide effective and regular feedback to employees as part of ongoing performance management.
- Coach and mentor staff.
- Participate in hiring process and ensure staff are appropriately trained.
- Develop and communicate annual goals and objectives consistent with the City's Corporate Plan and Employee Performance Review process.
- Ensure training and development is well planned and contributes effectively to increasing employee competencies.
- Lead regular meetings and team building exercises designed at improving communication and enhancing collaboration.
Communication, Customer Experience and Engagement
- Oversee consistent excellent customer experiences related to long-range, intermunicipal planning, policy development, and current planning.
- Communicate and collaborate with team members, City departments, Provincial departments and key partners as required.
- Oversee and provide excellent and strategic professional planning advice on long-range, intermunicipal planning, policy planning, and current planning matters to Council, senior staff and other City departments.
o Ensure understanding by internal staff or other parties of Land Use Bylaw, Municipal Government Act, as well as pertinent Provincial and City plans and policies. o Inform internal matters related to other City Departments.
o Provide feedback and guidance on plans and policies to internal and external parties.
o Respond to telephone, email and in-person inquiries and complaints from the public related to long-range and current planning, policies, initiatives and other related matters.
- Attend Council meetings as required and other occasional and regular meetings occurring during the evening and weekend meetings.
- Ensure consistent, explicit and professional written communication and presentations.
- Facilitate meetings with staff or other parties to support development planning.
Other Duties
- Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
- Provide leadership for Health and Safety by making every reasonable effort to ensure the health and safety of staff within the section. Understand the safety incident reporting requirements.
- Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies Act as a steward of the City's Corporate Culture through empowerment and support to staff.
- All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
- Employees are expected to stay current on WHMIS and other safety-related procedures.
- Formulate, prepare and develop annual budget, budget updates, and implement a comprehensive approach in managing project specific budgets while maintaining fiscal responsibility.
- May provide back up for Director of Planning and Development.
- Perform other job-related duties.
QUALIFICATIONS
- Degree in Urban or Regional Planning, related field of studies or equivalent.
- Minimum seven (7) years of directly related experience, preferably in an Alberta municipal setting.
- Minimum of three (3) years supervisory experience.
- A combination of education and experience may be considered.
- Advanced knowledge of Planning & Development bylaws, policies, statutory planning, and subdivision and development processes.
- Advanced knowledge of the Municipal Government Act, as well as provincial and municipal policies, procedures and bylaws.
- Advanced knowledge of planning and development practices.
- Advanced knowledge of effective writing techniques.
- Advanced oral and written communication skills for preparing and presenting planning reports, projects, strategies, and plans.
- Good knowledge of strategic and political issues at municipal level.
- Ability to develop and implement goals, strategies, and plans.
- Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, and GIS.
- Advanced knowledge of land titles processes and instruments.
- Project management experience a benefit.
- Good experience with strategy and policy development.
ASSET QUALIFICATIONS:
- Full member of Canadian Institute of Planners (MCIP) or Alberta Professional Planners Institute (APPI).
- Alberta municipal government experience.

CONDITIONS OF EMPLOYMENT
- Class 5 Driver’s License.
- Must obtain a satisfactory review of a three-year Driver’s Abstract, with a maximum of six demerits.
- Criminal Record Check Clearance.
WORKING ENVIRONMENT:
- Monday to Friday.
- Hours of Work: 8:30 am to 4:30 pm.
- Overtime may be required.
- Travel may be required.
PHYSICAL REQUIREMENTS
- Sitting, standing, walking, climbing, stairs, kneeling, manual dexterity, visual acuity/color vision.
- Lifting to 5kg (11lbs).
