Program Quality Assurance Analyst Client: Government of Manitoba – RFR-DTS-068 Job Title: 29954-RFR-DTS-068 – Program Quality Assurance Analyst Work Location: Remote & Onsite (Primary Location: Winnipeg, Manitoba) We are hiring an experienced Program Quality Assurance Analyst to support enterprise-level programs and projects for the Government of Manitoba. The successful candidate will be responsible for ensuring quality standards, governance compliance, project documentation accuracy, continuous improvement, and effective delivery of program and project outcomes. This role requires strong expertise in program/project quality assurance, governance frameworks, project management methodologies, reporting, compliance activities, stakeholder engagement, and quality management practices.

The ideal candidate will have experience working in complex project environments with strong analytical and documentation skills.

Position Overview The Program Quality Assurance Analyst will support quality assurance activities across government programs and projects by establishing quality standards, reviewing project deliverables, supporting governance processes, and ensuring compliance with established frameworks and methodologies. The successful candidate will work closely with project managers, business teams, governance groups, and stakeholders to monitor project performance, improve processes, identify risks, and ensure project documentation and deliverables meet required quality standards.

Key Responsibilities Program & Project Quality Assurance Management

Perform quality assurance reviews across programs and projects.

Assess project deliverables for accuracy, completeness, consistency, and compliance.





Support quality management activities throughout the project lifecycle.

Review project documentation, processes, and outcomes against established standards.

Identify improvement opportunities and recommend corrective actions.

Ensure project teams follow quality assurance frameworks and governance practices.

Governance, Compliance & Continuous Improvement

Support project governance, audit, compliance, and continuous improvement activities.

Assist in developing and maintaining quality standards, procedures, and guidelines.

Monitor adherence to project management methodologies and organizational policies.

Identify risks, gaps, and opportunities for process improvement.

Support implementation of quality improvement initiatives.

Provide recommendations to improve program delivery effectiveness.

Reporting & Documentation Management

Prepare quality assurance reports, dashboards, and project status updates.

Review project documentation for completeness and accuracy.

Track quality metrics and performance indicators.

Support reporting activities using project management and analytics tools.

Maintain documentation standards across projects and programs.

Provide insights through data analysis and reporting.

Required Skills &

Experience Skill / Experience Requirement Post-secondary education in Business Administration, Project Management, Public Administration, Information Technology, or related field Required Equivalent combination of education and experience Considered Program and project quality assurance experience Minimum 5 Years Project management, business analysis, or governance experience Minimum 5 Years Experience supporting QA, audit, compliance, governance,



or continuous improvement activities Required Knowledge of Agile, Waterfall, and Hybrid project management methodologies Required Understanding of quality management principles and frameworks Required Strong analytical and problem-solving skills Required Reporting and documentation management experience Required Stakeholder communication and management skills Required Strong attention to detail and ability to ensure documentation accuracy Required Experience with project management and reporting tools Required Technical Skills & Tools Experience With The Following Tools Is Highly Desired Azure DevOps

Engagement Requirements

Resource must maintain a clean criminal record check status at their own expense before starting the engagement.

Enhanced background verification may be required for certain projects.

Resource must comply with Government of Manitoba policies and procedures.

Primary service location is 215 Garry Street, Winnipeg, Manitoba.

Manitoba may determine remote or onsite work arrangements at its discretion.

Standard working hours are aligned with Manitoba business hours.

Overtime requires prior written approval and is only applicable for exceptional circumstances.
