JOB SUMMARY

The Regional Compliance Specialist is responsible for all aspects of Project Based Section 8, Low Income Housing Tax Credit, HOME, and Bond compliance for Monroe Group’s growing portfolio. The position evaluates and monitors all properties to ensure compliance with applicable affordable housing programs, stays current on regulatory changes, and trains property management staff nationally. The role reports to the Director of Compliance and is based in the Denver Corporate office.

ESSENTIAL FUNCTIONS

- Evaluate agency requirements and implement compliance procedures for all properties.
- Stay current on updates and changes in affordable housing programs, monitoring state agencies for current policies and providing updates to the Compliance Manager.
- Notify Property Management staff of program changes with clear written communication.
- Respond to compliance-related questions from Property Operations personnel.
- Ensure all properties use correct leasing forms and comply with applicable leasing laws.
- Coordinate file reviews and audits to ensure compliance with regulatory agreements for each property.
- Maintain 100% compliance for all tax credit project first‑year tenant files.
- Maintain 100% compliance for all tax credit tenant files, tax‑exempt bond project tenant files, HUD project‑based Section 8 tenant files, and HOME project files.
- Coordinate documentation and attendance for Management Reviews with Community Manager, Regional PMs, and State Compliance Agency prior to on‑site reviews.
- Maintain close contact with Regional PMs regarding compliance issues,



review compliance issues and establish deadlines for properties to come into compliance.
- Report non‑compliant properties and work with the Director of Compliance to develop action plans.
- Act as the primary contact with local HUD and State Compliance Agencies and contact new agencies for properties entering the portfolio.
- Monitor, review, and approve all responses for MOR, LIHTC, HOME, Bond and other agency audit responses in a complete and consistent manner.
- Ensure timely delivery of audit responses by stipulated deadlines.
- Complete annual/quarterly/monthly compliance reporting as required.
- Ensure all first‑year files from each property are copied and filed in a central location.
- Provide orientation and training to new property managers in partnership with the RPM and Director of Compliance.
- Assess and recommend compliance procedures and training needs to the Director of Compliance.
- Perform other duties as assigned.

REQUIREMENTS

- Strong knowledge of LIHTC regulations and Project‑Based Section 8/Tax Credit residential properties; acquisition rehabilitation experience and multi‑state experience are a plus.
- 3–5 years of experience in property management (subsidy, tax credit, elderly, conventional, etc.).




- Ability to travel to properties across the U.S.; estimated travel up to two weeks per month the first year, and as needed thereafter.
- Ability to travel to acquisition rehabs one week per month or more, depending on level of support needed, for properties initially LIHTC certifying existing tenants.
- Excellent verbal and written communication skills, organizational excellence, and team‑oriented mindset.
- Strong project management skills.
- Ability to handle confidential information with discretion and integrity.
- Ability to meet assigned deadlines.
- On‑site Property Management experience.

EDUCATION AND EXPERIENCE

- Bachelor’s degree from an accredited college or university or equivalent work experience.
- At least 3 years of Property Management experience in a Corporate compliance role.
- Working knowledge of affordable housing programs.

PREFERRED QUALIFICATIONS

- At least 5 years of Affordable Property Management experience in a regional compliance role.
- HCCP, COS, TCS, C3P or similar designations a plus.
- OneSite–RealPage experience a plus.

PHYSICAL DEMANDS

- Ability to lift at least 5 lbs. and up to 20 lbs.
- Frequent use of hands and fingers.
- Frequent sitting, occasional standing or walking.
- Ability to bend, twist, stoop and/or kneel.
- Ability to walk each property in its entirety.

WORK ENVIRONMENT

The employee will work in an indoor office and outdoor environment; noise level typically varies.

SALARY

$75,000 to $80,000 per year, depending on experience.
