Summary

The Capital Regional District (CRD) serves as the regional government for 13 municipalities and three electoral areas across southern Vancouver Island and the Gulf Islands. Infrastructure & Water Services ensures safe drinking water and manages wastewater systems. The CRD is launching the Regional Water Supply Master Plan and Core Area Wastewater Program, offering opportunities for innovation, sustainability, and community impact.

Key Duties & Responsibilities

- Acts as the accountable lead for EAM projects, exercising professional engineering judgement for planning, design, implementation, and optimization of EAM software and business processes.
- Leads and directs consultant activities and contractual oversight of EAM-related projects.
- Advises and supports the implementation of EAM functions within Infrastructure and Water Services and other departments.
- Reviews, refines, and validates EAM business requirements and process maps; monitors and reports on the EAM roadmap and timelines; identifies risks and mitigation strategies.
- Scopes, pilots, and refines EAM initiatives with internal partners across operations, engineering, IT, and finance.
- Follows project‑management principles to develop, implement, and oversee project scopes, schedules, and budgets.
- Analyzes and evaluates existing EAM documentation to assess readiness and provide engineering judgment on gaps, risks, and alignment with best practices.
- Participates in communities of practice and knowledge‑sharing platforms to stay current on EAM advancements.
- Collaborates with staff to develop and implement standards for asset information throughout the asset lifecycle for capital planning, reporting, and maintenance activities.
- Evaluates CRD technology, workflows, and integration points to support EAM system requirements.




- Reviews existing asset information to assess data quality and advises on continuous improvement measures.
- Develops and maintains a comprehensive Data Governance Manual defining EAM standards and procedures.
- Advises, supports, and leads procurement for EAM projects, ensuring technical requirements and evaluation criteria align with corporate strategy.
- Provides technical leadership on system configuration, integration, and data stewardship per EAM standards.
- Delivers professional and technical guidance on EAM project activities and serves as the primary contact for staff.
- Provides guidance for EAM training and technical support.
- Assists in implementing and optimizing EAM solutions based on corporate standards.
- Supports the completion of actions and targets within the Corporate Asset Management Strategy.
- Explains complex concepts and persuades others to adopt collaborative approaches.
- Prepares reports and memos on projects for internal customers and sponsors; presents updates as required.
- Follows all CRD policies, procedures, and standards.

Key Skills & Abilities

- Experience delivering EAM-related projects or equivalent large‑scale asset management initiatives.
- Strong technical knowledge of EAM technology (e.g., SAP) and understanding of asset hierarchies, master data, and integration with GIS, financial systems, SCADA, or other enterprise systems.
- Ability to develop corporate standards, procedures, and governance frameworks.




- Excellent verbal and written communication skills.
- Strategic and analytical thinking, problem‑solving, and time‑management skills.
- Strong knowledge of computerized data processing and analysis.
- Ability to create comprehensive project plans, including scope, schedule, budget, resources, and risk management strategies.
- Collaborative and diplomatic communication skills to maintain highly engaged multidisciplinary teams.
- Ability to build respectful working relationships in complex, time‑sensitive environments.
- Proficiency with SharePoint Online, Excel, PowerBI, and ArcGIS for documentation, data management, and reporting.
- Excellent presentation skills with the ability to communicate complex technical information to both technical and non‑technical audiences.
- Big‑picture thinking and a service‑oriented mindset.
- Knowledge of change‑management methods such as Prosci‑ADKAR.
- Ability to work in both office and operational field environments.

Qualifications

- Degree in a related discipline.
- Minimum 10 years of directly related experience, including at least 4 years delivering EAM projects or equivalent large‑scale asset management initiatives.

Certifications

- Skilled engineering (P.Eng.) designation with Engineers and Geoscientists British Columbia (EGBC) or eligibility for designation.
- Valid BC Driver's Licence Class 5.
