Chief Estimator

The Chief Estimator will provide leadership and direction for all estimating activities, ensuring the preparation of accurate, competitive, and comprehensive cost estimates for complex civil, structural, architectural, mechanical, electrical, and systems packages. Working closely with Operations, Commercial, Design, Procurement, and Project Controls teams, the role supports major project pursuits, change management, forecasting, and cost planning initiatives.

Responsibilities

- Analyze project plans and specifications to develop bid strategies to mitigate risk and ensure a successful bid.
- Review design options and recommend best solutions based on cost, engineering quality, or availability of materials.
- Prepare detailed cost estimates including labor, materials, equipment, and subcontractor costs.
- Participate in the post‑tender/submission process.
- Oversee and coordinate the estimating team, ensuring accuracy and efficiency.
- Review bids from subcontractors and suppliers to ensure accuracy and completeness.
- Collaborate with project managers, engineers, and architects to develop cost‑effective solutions during implementation.
- Research and evaluate subcontractors based on price, quality and service.




- Maintain and update a database of historical cost data to increase accuracy of future estimates.
- Lead, coach, develop, and motivate direct reports; ensure timely performance evaluations.
- Manage team morale, ensuring cohesive collaboration and timely issue resolution.

Education and Experience

- Post‑secondary education in construction management, engineering, or a related field.
- Minimum of 10 years of experience in construction estimating for heavy civil projects including infrastructure and rail.
- Thorough knowledge of construction methodology and construction materials, labor costs.
- Proficiency in estimating software and Microsoft Office Suite.
- Robust analytical and problem‑solving skills.
- Excellent communication and interpersonal skills to work effectively with clients, subcontractors, and team members.
- Attention to detail and ability to prioritize and manage multitask.
- Prior experience in coaching and developing staff.
