Health PEI is seeking a visionary and collaborative Executive Director, Qualified Practice & Employee Experience to lead the operational implementation, integration, and optimization of professional practice across the organization. This executive leadership role is responsible for enabling healthcare professionals to work to their full scope of practice while advancing innovative models of care, improving clinical workflows, and supporting the delivery of protected, effective, and patient-centered healthcare services.

The position is accountable for advancing professional practice excellence, workforce development, occupational health and safety, employee health and wellness, return to work and disability management, violence prevention, respectful workplace initiatives, employee engagement, employee experience strategies, and related system-wide programs designed to support a healthy, safe, high-performing workforce.

The successful candidate will work closely with operational and clinical leaders to translate professional practice principles into practical solutions that enhance quality of care and organizational performance while leading the team to create a positive organizational culture and employee experience.

As a senior leader within Health PEI, this role will influence professional practice across a workforce of more than 7,500 employees representing 421 professions, including 263 physicians. The Executive Director will champion organizational change, scope-of-practice optimization, and care model innovation while ensuring consistency in professional standards, policies, and practice frameworks across the organization. This is a unique opportunity to shape how healthcare professionals contribute to patient care in a positive, safe, and supportive work environment to drive meaningful improvements in healthcare delivery across Prince Edward Island.

Duties:

- Maintain a comprehensive understanding of system wide priorities and actively contribute to initiatives beyond immediate scope. This integrated approach ensures that leadership efforts are cohesive, strategic, and in service of the broader mandate of Health PEI.
- Promote Health PEI’s vision and strategic direction by collaborating with the CEO, ELT, SOT, and Board of Directors, translating high-level goals into actionable objectives and system standards.
- Provide executive-level leadership and oversight for a provincial division, ensuring services align with strategic priorities and operational objectives.
- Offer expert advice to the relevant Chief, ELT, Board of Directors, and other EDs on strategic and operational planning, based on data, legislation, policy, and best practice.
- Lead efforts to uphold Health PEI’s reputation and service excellence,



ensuring high standards of delivery and continuous quality improvement.
- Maintain Health PEI’s accreditation by ensuring compliance with national standards and fostering a culture of quality improvement.
- Ensure organizational compliance with professional standards, medical bylaws, and relevant legislation, including the Health Care Act.
- Monitor and enforce adherence to policies and standards aligned with Health PEI’s strategic goals and corporate objectives
- Provide executive oversight for provincial Professional Practice and Employee Experience programs and services.
- Provide executive accountability for the design, implementation and evaluation of Health PEI's Employee Experience framework, integrating employee health, safety, wellness, engagement, retention, professional development and workplace culture initiatives across the organization
- Oversee provincial occupational health and safety governance and compliance activities.
- Build and maintain strategic partnerships with internal and external stakeholders, including operational, clinical, and medical leaders, the Board of Directors, union partners, community organizations, volunteer patient and family partners, and provincial and federal departments—to support Health PEI’s strategic vision and divisional goals.
- Represent Health PEI and/or the division at provincial, regional, and federal/provincial/territorial meetings, advisory committees, and working groups to advance system-level collaboration and policy development
- Lead and participate in provincial, regional and national committees, advisory groups and working groups
- Provide executive oversight for the human, financial and operational resources within the portfolio
- Oversee budget development, financial forecasting and resource allocation activities
- Monitor organizational indicators including turnover, absenteeism, workplace injuries, employee engagement and workforce capacity to inform decision-making and risk mitigation.
- Collaborate with Chiefs and EDs on workforce planning, recruitment, retention, and succession strategies
- Maintain positive labour relations and effective communication with unions to support staff morale and workplace health and safety
- Oversee orientation, training, and competency development programs for all service areas.
- Build and maintain effective working relationships with unions,



regulatory colleges, and professional associations at the provincial and national levels

Minimum Qualifications:

- Master’s degree in clinical health sciences. Must be a Regulated Health Professional. Doctoral level education will be considered an asset.
- Relevant extensive experience in health system professional practice. Including engagement with regulators, educational institutions, unions, associations and government stakeholders
- Extensive senior leadership experience in complex public or NFP healthcare systems or service delivery organizations.
- Proven track record managing multi-million-dollar budgets and significant human resources (50 to 5000+ employees).
- Extensive experience in strategic planning, development, implementation, and execution.
- Strong understanding of healthcare regulations, policies, and best practices, or relevant experience in a highly regulated,
- 24/7 environment within a complex, multi-site organization.
- Demonstrated ability to manage budgets and financial performance.
- Extensive experience representing the organization in provincial and national settings, including media, forums, and
- legislative appearances.
- Extensive experience in Board-governed organizations, supporting Boards and Board committees.
- Extensive experience in managing strategic initiatives and delivering services or programs to clients and/or the public, with a preference for experience in health or social program delivery.
- Experience collaborating with government and non-government agencies, professional groups, unions, and other stakeholders.Demonstrated skill in establishing relationships and partnerships with key internal and external stakeholders.
- Excellent organizational, communication (written and verbal), interpersonal, leadership, conflict resolution, and collaborative skills, with the ability to plan and think strategically.
- Proficiency in various computer programs (Word, Excel, PowerPoint, etc.) and clinical information systems.

- Demonstrated leadership abilities, including managing diverse teams, driving organizational change, and leading cross-functional groups.
- Strong decision making, problem solving, and conflict resolution skills.
- Excellent verbal and written communication skills
- Ability to manage relationships with key stakeholders, including government, HPEI Board, union partners, auditors,
- postsecondary institutions, and media outlets.

Salary Range: $68.06 - $84.22 per hour (Level 28)

Bi-Weekly Hours: 75 Hours Bi-Weekly / Mon - Fri
