Context

Reporting to the Facilities Design Director, the Engineer Lead will provide technical governance, lead design, coordination and delivery of their discipline work package for the Facilities High‑Speed Rail (HSR) programme. The role ensures alignment with programme objectives, operational requirements, regulatory frameworks, and lifecycle performance targets across disciplines (architecture, structural, MEP, utilities, fire/life safety, vertical transportation, civil interfaces, and rail systems integration) and interface management with civil, rail, operations and stakeholders.

Responsibilities

Strategic Leadership, Design and Governance

- Support and uphold the Facilities Development Strategy across all project phases (concept to commissioning).
- Implement the Facilities Development Plan: uphold design strategy, adhere to milestones, comply with design maturity and review gates, interface and integration strategy, and contribute to risk and prospect management.
- Enforce discipline technical governance frameworks: prepare engineering design drawings, reports and specifications; conduct design reviews (30/70/90/IFC); lead design team; manage change control and configuration; ensure design assurance and compliance; establish decision‑making and escalation processes.
- Ensure discipline alignment with programme objectives and funding constraints, Concept of Operations (ConOps), service strategy, sustainability and climate‑resilience objectives.

Programme‑Level Interface Management

- Collaborate with the facilities Design Director to manage interfaces between facilities and key programme components, and program‑wide interface management.




- Work with the Systemwide Engineer to implement consistent interface solutions for facilities within the overall framework.

Stakeholder and Authority Management

- Support the facilities Design Director with discipline input for engagement with federal, provincial and municipal authorities, Transport Canada, regulatory bodies, utility providers, third parties and municipal planning and urban integration stakeholders.
- Provide discipline materials for permitting and approvals of facilities.
- Ensure compliance with applicable Canadian codes and standards.

Operational Integration

- Assist in understanding and supporting the overall facilities vision and operation‑maintenance requirements.
- Integrate capacity study outputs, operational requirements and commercial and retail strategies into the engineering discipline.
- Ensure design principles are maintained while allowing contextual adaptation.

Risk, Cost and Performance Management

- Input disciplinary risks related to design, constructability, interface, regulation and stakeholder constraints into the overall programme.
- Contribute to value engineering and optimization strategies at discipline and facilities level.
- Align discipline scope with programme budget, schedule and performance targets.
- Monitor discipline performance and ensure quality and consistency across facilities.

Procurement and Delivery Strategy

- Support procurement strategy for facilities packages, providing drawings, reports, technical and performance specifications.
- Ensure coherence of facilities packages across interfaces and disciplines.

Construction and Delivery Oversight (as per project agreements)

- Provide executive technical oversight for facilities constructability.




- Ensure design intent is maintained throughout delivery.
- Support resolution of major facility‑specific technical issues and interface conflicts.
- Oversee readiness for commissioning, handover and operational integration of facilities.

Qualifications

Experience & Technical Competencies

- Accredited degree in Engineering.
- Professional Engineer (P.Eng. OIQ or equivalent) or eligibility in Canada.
- Bilingual English/French preferred.
- 15+ years of experience in major infrastructure or transportation projects.
- Minimum 10 years in leadership roles managing multidisciplinary teams.
- Experience in rail, metro or high‑speed rail facilities design and delivery.
- Experience working in complex, highly regulated environments.
- Experience with Alliance, PPP or Design‑Build delivery models.
- Experience integrating new infrastructure with existing (brownfield) systems.

Technical Expertise

- Broad strategic understanding of large‑scale transportation architecture and facilities planning.
- Competency in construction documents and specifications.
- Knowledge of structural and complex building systems.
- MEP and building systems integration.
- Fire/life safety and code compliance.
- Multimodal integration and urban connectivity.
- Sustainability and climate‑resilience.
- BIM and digital engineering integration.
- Programme‑scale interface management.
- Risk management and configuration control.
