IGV Housing Limited is an AI-enabled housing and advanced manufacturing company delivering scalable, high-quality housing through a patent-pending hybrid construction system.The Chief Operating Officer is a senior executive leadership role responsible for the operational backbone of the organization, with direct accountability for Human Resources, organizational design, recruitment and workforce development, marketing operations, and facility operations at IGV’s advanced manufacturing site.This permanent role supports the executive team by translating strategy into execution, building scalable internal systems, and ensuring regulatory, employment, and operational excellence across a rapidly growing construction and manufacturing organization.Key Job DutiesOrganizational & Operational LeadershipProvide executive-level operational leadership across HR, marketing, and facility operationsTranslate corporate strategy into executable operational plans, policies, and performance frameworksEstablish scalable systems, workflows, and governance to support national growthSupport executive decision-making with operational, workforce, and performance insightsHuman Resources Strategy & Employment RelationsLead the development and execution of company-wide HR strategy aligned with growth, compliance, and workforce retentionOversee employment relations, including compliance with BC and federal labour legislation, WorksafeBC, and employment standardsDevelop and maintain HR policies, contracts, compensation frameworks, and performance management systemsManage employee relations matters, including conflict resolution, disciplinary processes, and workplace investigationsEnsure culturally safe, inclusive, and compliant employment practices,



including engagement with Indigenous partners and communitiesOrganizational Design & Workforce PlanningDesign and implement organizational structures aligned to manufacturing, construction delivery, and corporate functionsLead workforce planning for advanced manufacturing, construction delivery, technical, and professional rolesEstablish role clarity, reporting structures, and accountability frameworks across departmentsSupport leadership development and succession planningRecruitment, Training & Skills DevelopmentLead end-to-end recruitment strategy for technical, operational, and leadership rolesDevelop partnerships with training institutions, industry bodies, and workforce programsDesign onboarding, skills training, and upskilling programs for construction, manufacturing, and technology-enabled rolesSupport job creation and skills transfer initiatives aligned with regional economic development and Indigenous participationMarketing & Communications OversightProvide executive oversight of marketing strategy, brand positioning, and communicationsAlign marketing activity with sales, delivery, investor relations, and stakeholder engagementEnsure consistent messaging across digital, print, government, and partner channelsFacility & Operations ManagementProvide executive oversight of IGV’s advanced manufacturing facility operationsCoordinate facility planning, operational readiness, workforce scaling,



and compliance requirementsSupport integration between manufacturing operations, construction delivery, procurement, and logisticsEnsure operational systems support safety, productivity, and continuous improvementInnovation, Construction Technology & SystemsSupport the integration of advanced construction technologies, prefabrication systems, and digital toolsWork closely with technical and production teams to align people, process, and technologyEnsure organizational readiness for new construction methodologies, automation, and AI-enabled systemsStakeholder & Community EngagementBuild and maintain relationships with government agencies, municipalities, workforce partners, Indigenous communities and organizations, and community stakeholdersSupport community development objectives through job creation, training pathways, and inclusive employment practicesSkills requirementsSenior executive leadership with robust operational execution capabilityDeep knowledge of HR strategy, employment relations, and labour complianceExperience designing organizational structures in construction, manufacturing, or infrastructure environmentsProven ability to lead recruitment, workforce development, and skills training programsStrong understanding of construction, prefabrication, or housing delivery environmentsFinancial and operational literacy, including workforce costing and resource planningAbility to operate in complex, fast-scaling organizations with multiple stakeholdersExcellent communication, negotiation, and leadership skillsHigh level of discretion, judgment, and professionalismLanguage: must be proficient in the English language.Salary: 164,000 CAD per year.Email: [email protected]#J-18808-Ljbffr
